Lakewood weighs zoning changes for cannabis businesses
Lakewood is weighing zoning and regulatory changes that would allow cannabis retailers, processors, producers and testing laboratories to operate in the city, opening a land-use decision that could determine what types of cannabis businesses may locate in Lakewood.
The proposal was scheduled for a public hearing before the Lakewood Planning Commission on Aug. 5. It remains a proposed policy change, not an approval for cannabis businesses to open or operate under new city rules.
A scheduled path through City Hall
The city’s planning notice listed a sequence of meetings for the proposed amendments. Following the Planning Commission hearing, City Council introduction was scheduled for Aug. 10, followed by a City Council public hearing on Aug. 17.
City action was targeted for Sept. 2. The City Council’s August meeting schedule confirms meetings on Aug. 10 and Aug. 17, with Lakewood City Hall identified as the meeting location.
That schedule sets out the city’s planned review process, but it does not establish a final outcome. The council could amend, delay or reject the proposal before any changes take effect.
What the proposal would cover
The amendments would allow four categories of cannabis-related businesses within Lakewood: retail businesses, processors, producers and testing laboratories. The proposal therefore addresses more than storefront sales; it also includes business types involved in processing, production and laboratory testing.
The central local question is land use. If adopted, the amendments would change which of those cannabis business categories may operate in Lakewood and where they may be allowed to locate under city zoning and regulatory rules.
The available city notice does not provide the draft amendment text or identify proposed separation requirements, site-location rules or operating standards. It also does not identify how many properties could qualify, how many businesses might seek to locate in the city, or whether any particular site would be eligible.
What has not been decided
Neither the Planning Commission hearing nor the council’s scheduled consideration should be treated as final approval. The city’s available information does not state whether the Planning Commission recommended approval or denial after its hearing.
It also does not indicate that a cannabis retailer, processor, producer or testing laboratory has been authorized to begin operating under the proposed amendments. Any claim about specific future businesses, locations or the number of eligible sites would require the underlying zoning text and a review of Lakewood properties.
For residents, property owners and prospective businesses, the upcoming council steps are the next identified opportunities in the city’s process. The Aug. 10 council introduction, Aug. 17 public hearing and Sept. 2 targeted action date are the milestones listed by the City of Lakewood for a policy decision that could reshape local rules for cannabis-related land uses.
