Long Lake rejects sole $1.31 million bid for 2026 sanitary sewer lining project

Long Lake, the Hennepin County municipality, rejected the only submitted bid for its 2026 sanitary sewer lining project on July 7, 2026. City staff recommended rebidding the work later under a revised schedule rather than awarding the contract.

Insituform Technologies USA, LLC submitted the sole bid, totaling $1,312,831.13. The city did not select a contractor or award the project. The official bid tabulation lists an engineer’s estimate of $778,369.

City seeks more competition

The July 7 agenda report says city staff followed up with prime contractors that had obtained the project plans to ask why they did not submit bids.

According to the report, staff said those contractors remained interested but cited staffing availability or overlapping project timelines. The city’s recommendation was to rebid at a later date with a revised work schedule in hopes of receiving more bids and potentially better pricing.

The action rejected the submitted bid; it did not cancel the sanitary sewer project. As of Aug. 2, city records reviewed for this report do not identify a rebid date, a new construction schedule, a final contractor or a final project cost.

Planned work targets sewer infiltration

The project is intended to address inflow and infiltration, which occurs when rainwater or groundwater enters the sanitary sewer system through defects, joints, connections or other openings.

The advertised work includes approximately 5,000 linear feet of 8- to 10-inch sewer pipe lining, 75 lateral linings, 350 linear feet of manhole sealing, about 40 linear feet of sanitary sewer pipe removal, aggregate bedding and approximately 40 linear feet of replacement 8-inch PVC pipe. Related work is also included.

Long Lake’s April 7 council agenda report said the targeted sewer areas were selected after the city reviewed televising videos completed in 2025. The report identified pipe-lining work in sewer Districts 3 and 5, west of Long Lake and north of Highway 12, along with a spot repair in District 1 east of Wolf Pointe Trail near a wetland.

The city said the work is intended to reduce inflow and infiltration, address pipe defects, limit wastewater-discharge risks and respond to increased Metropolitan Council environmental-service charges. The April report identified franchise fees and tax-increment-financing funds as proposed financing sources for the project.

What residents should expect

The project remains active in principle, but its implementation timing is unsettled after the bid rejection. The available records do not establish a rebid date, construction date, affected-street notice, road-closure plan, sewer-interruption notice or property-access advisory.

Residents should look for a future city rebid notice or construction advisory for confirmed locations, dates and service impacts. The eventual price and schedule may change after the city receives new bids.
