Marion prepares $350,000 state grant application for homeowner repairs

Marion, Indiana, is collecting homeowner input while the city and the Affordable Housing Corporation prepare a competitive application for up to $350,000 through Indiana’s Owner-Occupied Rehabilitation program.

If the application is approved, the proposed program could help eligible low- and moderate-income owner-occupants pay for critical repairs. No state funding has been awarded, and the program is not yet available.

Survey focuses on repair needs

The city’s July 9, 2026 notice asks Marion homeowners to complete the Grant County Critical Repair Survey. The survey is intended to document local repair needs and support the application.

Completing the survey is not an application for repair assistance and does not confirm that a homeowner will receive funding.

Potential repairs and assistance

If Marion’s application succeeds, eligible homeowners could receive up to $25,000 per household, subject to income requirements, final local rules, state approval and available funds. The maximum is not a guaranteed payment.

Repair needs identified in the local notice include roof work, heating and cooling systems, accessibility updates and electrical work. Indiana’s Office of Community and Rural Affairs also identifies water-heater replacement as an eligible Owner-Occupied Rehabilitation activity.

The program is intended for owner-occupied homes and low- and moderate-income households. Marion’s final eligibility and application procedures have not yet been provided.

Application deadline is Nov. 1

Indiana OCRA’s 2026 calendar lists the third Planning/Owner-Occupied Rehabilitation cycle as opening Oct. 1, 2026, with applications due Nov. 1, 2026, at 11:59 p.m. Eastern time unless otherwise noted. OCRA says awards are made competitively.

A draft 2026 state Annual Action Plan lists a maximum OOR grant of $350,000 for cities or towns and a maximum individual homeowner grant of $25,000. Those figures describe program limits; they do not mean Marion has received the money or that every participating homeowner would receive the maximum.

The city’s proposed $350,000 request is separate from the Affordable Housing Corporation’s reference to a proposed $500,000 application involving Grant County. The amounts should not be combined.

Public hearing scheduled for Oct. 21

The city notice lists a public hearing for Wednesday, Oct. 21, 2026, at 5:30 p.m. at Marion City Hall. Residents can use the hearing to provide input while the application is being developed.

The Affordable Housing Corporation lists its Marion office at 812 S. Washington St. The office hours are Monday through Friday, 8:30 a.m. to 2:30 p.m. The listed phone number is 765-662-1574.
