Mill Creek approves new funding and engineering work for Silver Crest Drive rebuild and stormwater projects

Mill Creek City Council voted 6-0 on July 14 to increase the Road Improvement Fund expenditure budget for the Silver Crest Drive Rebuild Project, advancing the city’s financial authorization for reconstruction work on the local road.

The council also approved several related contract actions. It authorized an amendment to Psomas’ professional-services agreement for Silver Crest Drive reconstruction design, an amendment to Osborn Consulting’s agreement for stormwater-pipe rehabilitation work-plan design engineering, and an amendment to the sidewalk repair and replacement contract with Precision Concrete Cutting. Each action passed 6-0.

Road, stormwater and sidewalk work move forward

Together, the decisions advance planning and engineering for Silver Crest Drive, stormwater infrastructure and sidewalks. The city’s recap says residents should expect continued planning and eventual construction activity affecting those systems.

The actions do not mean construction has begun. The official recap does not state the revised dollar amount for the Silver Crest Drive project, a construction start date, a traffic-control plan or an expected completion date. It also does not specify how many sidewalks or stormwater pipes will be affected.

For commuters, residents and nearby businesses, those missing details mean the practical timing and extent of future disruption are not yet known. The council’s vote establishes additional authorized spending and design work, but the available city information does not provide a construction schedule.

County maintenance agreement renewed

In a separate 6-0 vote on July 14, the council renewed an interlocal agreement with Snohomish County Public Works for traffic-signal and streetlight maintenance. The agreement covers ongoing maintenance responsibilities involving those systems in Mill Creek.

Other council actions came July 7

The city’s recent council actions also included decisions that are separate from the Silver Crest Drive project. On July 7, the council selected a minimum-requirements reconstruction option for Trillium Boulevard roadway design. Trillium Boulevard and Silver Crest Drive are not identified as the same project.

On July 7, the council also approved a 2026-27 school-resource-officer agreement with Everett School District. The city document center identifies Resolution 2026-849 in connection with that agreement.

For now, the next known phase for Silver Crest Drive is continued design and engineering work. Mill Creek has not provided a public construction start or completion deadline in the approved recap.
