Muskogee seeks proposals for citywide pedestrian and traffic-safety plan

The City of Muskogee is seeking professional services for a citywide Safe Streets for All Comprehensive Safety Action Plan, beginning a formal process that could shape future roadway, crossing, walking and bicycling priorities.

Consultant proposals are due to the city’s Public Works Department by 3 p.m. CDT on August 6, 2026. The solicitation is for planning services; it does not authorize construction, approve a specific street project or guarantee future implementation funding.

Proposal deadline is August 6

The city’s public notice says respondents must submit one electronic copy and five hard copies of the proposal. Submissions must be sealed and labeled “CITY OF MUSKOGEE SAFE STREETS FOR ALL COMPREHENSIVE SAFETY ACTION PLAN RFP.” Proposals are directed to Avery Rigney, assistant public works director, at the City of Muskogee Public Works Department.

Questions, discrepancy reports and clarification requests were due in writing by 5 p.m. local time on Friday, July 31, 2026. The notice was published in The Muskogee Phoenix on July 16 and July 23, 2026. The notice says late proposals will not be considered and that the city may accept or reject any or all proposals under its purchasing rules.

The City of Muskogee’s purchasing page lists the request for proposal with a July 16, 2026, opening date, the July 31 question deadline and the August 6 closing time. The competitive proposal process remains open until the stated August 6 deadline, unless the city posts an amendment or other notice.

What the safety plan is meant to do

The federal Safe Streets and Roads for All program describes a Comprehensive Safety Action Plan as a data-informed plan aimed at reducing fatal and serious-injury crashes affecting all roadway users. The U.S. Department of Transportation says an Action Plan includes safety analysis, public and stakeholder engagement, policy or process changes, prioritized strategies and projects, and methods for tracking progress.

For Muskogee, that planning work could help identify and rank safety needs involving motorists, pedestrians, bicyclists and other people using city streets. Depending on the completed plan and later city decisions, its recommendations could inform future investments involving crossings, sidewalks, bicycle facilities, roadway design, operations or other safety measures.

Construction and funding decisions remain ahead

The current action is a procurement for planning services, not a construction contract. The available city notice does not identify final recommendations, an implementation schedule or specific locations for improvements.

Any future projects would require additional decisions, funding and approvals. Federal SS4A guidance explains what a comprehensive safety action plan is intended to address, but it does not determine the final recommendations for Muskogee.

The next concrete date is 3 p.m. CDT on August 6, 2026, when consultant proposals are due. Residents who drive, walk, bike or accompany children on Muskogee streets should watch future city notices for updates on the procurement and any public engagement connected with the planning process.
