New Britain zoning panel to review housing rules, map change and smoke-shop proposal

New Britain’s Zoning Subcommittee is scheduled to review four land-use matters Tuesday evening, including proposed changes to residential and mixed-use zoning rules, a zoning-map revision near Vine and Lexington streets, new review requirements for smoke shops and a certificate-of-location request involving Town Fair Tire.

The public hearing and regular meeting is scheduled for 6:30 p.m. Tuesday, August 4, 2026, in Council Chambers on the second floor of City Hall, 27 West Main Street. The agenda lists proposals for consideration; it does not show that any of them has been approved.

Housing and mixed-use zoning changes

Item 37177 would amend sections of New Britain’s zoning ordinances related to residential and mixed-use uses “to be in compliance with” Connecticut Public Act 25-1, according to the official agenda.

The agenda does not include the full proposed language or identify a specific development that would result from the amendment. Connecticut law authorizes municipal zoning commissions to regulate the location and use of land and to require special permits or special exceptions for certain uses under standards contained in local regulations.

The state zoning framework also says regulations must provide for housing opportunities, including multifamily housing, and promote housing choice and economic diversity. Those provisions provide context for the city’s review but do not determine what the subcommittee or Common Council will ultimately adopt.

Possible RO-to-T map change near Vine and Lexington

Item 37178 would change the zoning designation from RO to T for properties located between Vine Street and Lexington Street. The agenda says the proposed map change is intended to be in compliance with Public Act 25-1.

The available agenda does not identify every affected parcel or explain the practical effect of changing the district designation. Residents and property owners in the area would need to review the petition and supporting documents for the proposed boundaries and land-use implications.

At this stage, the map proposal should not be described as approval of housing, increased density or a particular project. It remains before the city’s zoning review process.

Smoke shops would face special-exception review

Item 37209 would amend the zoning ordinance to change smoke shops from a retail use permitted by right to a use permitted only by special exception in the B-1, B-2, B-3 and CBD business districts and the I-2 industrial district.

If adopted, the change could add a discretionary zoning-review step for future smoke-shop applications in those districts. The agenda does not state that existing businesses would be required to close or explain how pending applications or nonconforming uses would be handled.

Town Fair Tire request at 665 West Main Street

Item 37202 concerns Town Fair Tire Centers of Connecticut LLC’s request for a certificate of location approval at 665 West Main Street. The stated purpose is to allow the state Department of Motor Vehicles to issue a motor-vehicle-repairer license for the property.

The agenda identifies only the certificate request. It does not establish that the DMV license has been granted, that the business will open or expand, or that the city has approved a final operating plan.

How residents can participate

The city’s notice says members of the public may attend in person, join the public-hearing queue remotely by calling 1 (339) 209-6176, or watch the livestream through the city’s meeting page or municipal broadcast stream.

New Britain’s Common Council is the city’s legislative body and serves as its zoning authority. The subcommittee’s hearing and meeting are therefore part of a municipal review process, not by themselves proof of final approval.

Any vote, amendment, continuance, testimony or recommendation should be confirmed through the official meeting record before being treated as an outcome. Additional action may be required through the city’s legislative or zoning process.
