New MD 140 Resurfacing Phase Extends Overnight Lane Closures Into Owings Mills

A new resurfacing phase on Reisterstown Road is adding recurring overnight lane restrictions along a major route serving Owings Mills, the Baltimore County census-designated place.

Work began July 15

The Maryland Department of Transportation State Highway Administration announced on July 14 that crews would begin resurfacing MD 140 between I-695 and Crossroads Drive as soon as Wednesday, July 15. The project covers 1.2 miles of northbound and southbound roadway and is expected to continue through late October, weather permitting.

Crews are scheduled to work Sundays through Thursdays from 9 p.m. to 5 a.m. The project includes pavement patching, milling, resurfacing and new pavement markings. SHA says motorists should allow extra travel time and expect single- and double-lane closures where necessary. The announcement did not call for a full road closure.

Two adjoining resurfacing phases

The July project adjoins a separate 1.6-mile MD 140 pavement project announced by SHA on April 2. That earlier section runs from Crossroads Drive and Village Queen Drive north toward Painters Mill Road, near the Wegmans shopping center.

The two notices describe adjoining phases along Reisterstown Road, not necessarily one formally combined project. SHA’s April notice said the earlier work was expected to finish by late June, weather permitting, but the records reviewed for this article do not independently confirm that the segment was completed.

WMAR-2 News reported in April that the earlier work covered a busy business corridor and used overnight single-lane closures to limit disruption to commuters and businesses. The July phase extends the announced resurfacing work south to I-695.

What it means for nighttime travel

The restrictions are most directly relevant to people traveling Reisterstown Road during the overnight work window, including night-shift employees, commercial drivers, delivery traffic and people accessing businesses along MD 140.

SHA identifies the current project’s contractor as Gray and Son Inc. of Timonium and lists its cost at $1.2 million. Those details apply to the July phase and should not be treated as the cost or contractor for the separate April project.

Motorists should follow posted signs, remain alert in the work zone and allow additional time when traveling between the Beltway and Crossroads Drive during construction hours. SHA said paving work would continue on the next possible weeknight if inclement weather prevents work.

The expected completion window is late October, but it is not a firm deadline. Drivers can check Maryland SHA project updates and the state’s CHART traffic page before traveling for current construction, lane-closure and traffic information. A specific closure location or nightly activity should be confirmed through a current traffic record before relying on it.

For Owings Mills travelers, the practical change is a recurring Sunday-through-Thursday work zone on another portion of MD 140, with overnight lane restrictions expected to remain in place through late October, weather permitting.
