North Carolina opens comment period on Dobson wastewater permit
The North Carolina Department of Environmental Quality has opened a public-comment period on a proposed wastewater permit for the Town of Dobson Wastewater Treatment Plant.
NC DEQ posted its notice of intent to issue National Pollutant Discharge Elimination System permit NC0021326 on July 22, 2026. The notice sets Aug. 21, 2026, as the end of the public-comment period.
The proposed permit would govern the Dobson plantโs authorization for wastewater discharges under North Carolinaโs NPDES program. The public-comment period gives residents and others who follow the townโs wastewater operations an opportunity to review the proposed authorization and submit comments before the state completes its decision.
What is changing
The immediate development is the stateโs publication of a notice of intent, not the issuance of a final permit. NC DEQโs notice identifies the Town of Dobson Wastewater Treatment Plant and assigns the proposed authorization permit number NC0021326.
That distinction matters because the agencyโs public notice starts a defined review period. The deadline for comments is Aug. 21. Until the comment period ends and NC DEQ completes its review, the permit remains proposed rather than final.
The notice places the wastewater authorization within North Carolinaโs NPDES program, which is the state permitting framework identified for the plant. For people affected by or interested in municipal wastewater operations, the process provides a formal point at which public input can be submitted before final agency action.
How to follow local information
The Town of Dobsonโs official website identifies the municipality at 307 N. Main Street, Dobson, NC 27017. The site also provides access to town agendas and minutes, utility-billing information and water-quality-report resources.
Those municipal resources offer ways to follow related town information as the state permit process continues. NC DEQโs public-notices system carries the July 22 notice and identifies Aug. 21 as the comment deadline.
The next known milestone is the close of the public-comment period on Aug. 21, 2026. After that period, NC DEQ will continue its review of the proposed permit and determine whether to take final action on permit NC0021326. The notice of intent itself does not make the permit final.
