Norton County Leads Five-County Road-Safety Planning Effort

Norton County is leading a five-county effort to develop a regional transportation-safety action plan intended to guide future investments in roads, education, enforcement and transportation policy.

The 2026 project includes Norton, Graham, Phillips, Rawlins and Rooks counties. It is designed to align local transportation planning with the U.S. Department of Transportation’s Safe System approach, which focuses on reducing the risk of fatal and serious-injury crashes through coordinated action.

A regional planning effort

The project brings together public works and transportation agencies, police departments, school districts, public-health departments, community organizations, and transit or regional planning agencies. Norton County is identified as the project lead.

That regional structure is intended to help neighboring communities identify transportation-safety concerns and coordinate priorities rather than address them separately. The effort is expected to produce two main deliverables: a safety action plan and a roadmap for future infrastructure, education, enforcement and policy investments.

For Norton and the surrounding counties, the planning effort could shape how local governments identify dangerous locations, prioritize safety improvements and coordinate transportation work across jurisdictional boundaries. The project is a planning initiative; it does not by itself establish that construction funding has been awarded for a particular road or project.
