Pittsburg’s Central Harbor Park and Boat Launch Facility Reopens After Upgrade
Pittsburg’s Central Harbor Park and Boat Launch Facility reopened on July 26 after a multiyear upgrade that added accessibility improvements, waterfront amenities, improved lighting, secured parking and a public safety substation.
The City of Pittsburg published its reopening recap on July 27, describing the completed work at the city’s Sacramento-San Joaquin Delta waterfront. The changes matter to residents, anglers, boaters and other visitors who use the park and launch area.
What changed at Central Harbor Park
The completed project includes ADA-accessible walking paths, a new shade structure with seating, upgraded fishing amenities along the jetty and a fish-cleaning station.
The city also reported enhanced lighting, secure fencing around the boater parking lot, freshly repaved and striped parking areas, public fire pits and two new Exeloo public restrooms.
A public safety substation is now part of the facility. The city said it will serve Pittsburg police and other agencies patrolling the Delta. The reopening program included tours of the Police Department’s substation.
Two separate Delta Conservancy grants supported the project
The project traces back to 2021, when Pittsburg began planning work with the Sacramento-San Joaquin Delta Conservancy. The city’s July 27 recap says a $172,155 planning grant came through the Conservancy’s Proposition 68-funded Community and Economic Enhancement Grant Program.
According to the city, the planning phase included surveys, workshops and a “Plan A Park!” community-input event involving residents, regular park users, boaters, fishermen, hunters and nearby neighbors. The city said that outreach identified three priorities: upgraded amenities, improved safety and security, and new activities at the park.
Construction funding was separate. The city secured a $3.54 million grant through the Delta Conservancy’s Climate, Access, and Resource Program for the improvements celebrated at the reopening.
The two grants should not be combined. The planning grant supported project development and community input, while the larger construction grant supported the facility upgrades.
Capital records identify Project 5704
Pittsburg’s Five-Year Capital Improvement Program identifies the Central Harbor Park and Boat Launch Facilities work as Project 5704. The capital plan lists an estimated project cost and current project funding of $4,144,395, including $3,544,395 in CAR 2022 grant funding, $100,000 from the Solid Waste Fund, $100,000 from the Waterfront Fund and $400,000 in waterfront grant funding.
The city’s 2024 bidding page used the related Project 5504 designation and listed a $3.7 million engineer’s estimate. That was an earlier procurement estimate, not a final audited cost or a replacement for the Project 5704 capital record. The July 2026 reopening announcement is the city’s current record of the completed improvements.
What boaters and visitors should verify
The reopening confirms that the upgrade was completed, but the announcement does not establish every current operating rule for the site. Boaters should verify launch availability, parking requirements, hours, fees and any temporary restrictions before visiting.
A City of Pittsburg FAQ describes a 24-hour public launch ramp among the city marina’s amenities. That general information should not be treated as confirmation that every operating detail at the reopened Central Harbor Park facility is unchanged or unrestricted.
Visitors can expect the reopened facility to include the reported paths, shade, seating, lighting, restrooms, fishing improvements, fire pits and secured boater parking. The practical next step is to check current instructions with the City of Pittsburg’s marina or harbor contacts before heading to the waterfront.
