Top headline: Arrest after fatal Independence Parkway crash

Police say a two-vehicle crash around midday Monday in the 600 block of Independence Parkway left a 15-year-old passenger dead and sent three others to the hospital. Investigators say a blue Chevrolet crossed the median and hit a Lincoln Navigator head-on, shutting down northbound lanes for hours.

On Tuesday, police announced a 30-year-old Plano man was arrested and booked on a manslaughter charge in connection with the crash. Authorities said the investigation is ongoing.

City Hall: DART agreement and other recent decisions

In a roundup of recent city actions, officials highlighted a new transit funding agreement that followed months of negotiations over Plano’s future with the regional transit agency. The deal includes an interlocal agreement that would return roughly $61 million to Plano over six years, with the city focusing the money on local transportation projects.

The same update list also pointed to major economic development moves, including approval of incentives tied to a new global headquarters project in the Legacy area and a separate local biotech expansion plan that has been put on pause.

Sports and development: Stars arena district talks acknowledged

Plano officials also confirmed they have held discussions over the past year with the Dallas Stars about a potential arena district near The Shops at Willow Bend. The city said it has not made a formal offer and would not comment further unless and until a proposal comes before City Council.
