Pomona considers $254,340 contract for Mills Avenue improvements
Pomona is considering a proposed $254,340 construction agreement for sidewalk, accessibility and street improvements along a defined section of Mills Avenue in the city’s East End.
The July 20, 2026 Pomona City Council agenda recommended awarding the agreement to CT&T Concrete Paving Inc. and authorizing the city manager to execute the contract, subject to the required city review. The available official record did not confirm final council action as of July 29.
Where the work is proposed
The project would cover Mills Avenue between Kingsley Avenue and San Bernardino Avenue, but only the portions of that corridor within Pomona city limits. The city’s staff report identifies the work as the Sustainable Transportation Infrastructure for Pomona East End Village Project, listed under CIP Project No. 68583.
The proposal does not cover all of Mills Avenue or sections outside the city. Its scope is limited to the documented project area.
What the project would include
According to the city staff report, the work would add a new pedestrian sidewalk and address related accessibility and pavement needs. The scope also includes pavement replacement, repairs to damaged sidewalk panels, curb-and-gutter reconstruction and Americans with Disabilities Act-compliant curb ramps where needed.
Associated work would include striping, signage and traffic control. The documents describe the project as addressing pedestrian access, accessibility conditions and roadway and sidewalk infrastructure needs. They do not establish that the work would improve general traffic flow.
Construction timing is still proposed
City staff anticipated construction beginning in fall 2026 and continuing through summer 2027. That timing is a planning estimate, not a guaranteed start or completion date. The available documents do not identify specific closures, detours or daily traffic restrictions.
CT&T Concrete Paving Inc. submitted the lowest responsive and responsible bid listed in the staff report, at $254,340. The report also listed higher bids of $279,479 from Garcon Construction and $333,000 from Carter Enterprises Group Inc.
Final approval has not been confirmed
As of July 29, 2026, the city’s online meeting record listed the July 20 meeting minutes as draft and stated that actions taken on legislation and their results were not yet available. The individual legislation record showed the item as “Agenda Ready” and did not show a final action in its posted history.
Residents, businesses and commuters near the Mills Avenue corridor should therefore treat the contract, construction schedule and possible traffic effects as pending. The next records to watch are the finalized council minutes, an executed agreement and any construction notices issued by Pomona Public Works.
