Reno Council advances rewrite of alcohol rules

Reno City Council has directed staff to return with an ordinance introduction that would revise the city’s alcohol regulations, beginning a formal process that could affect bars, restaurants, retailers, delivery operators and downtown businesses.

The direction came July 22 during a discussion of proposed amendments to Reno Municipal Code Chapter 5.07, the chapter governing alcoholic beverages. The action was not adoption of a new ordinance. The City of Reno says the current draft is for discussion purposes only, and that existing requirements remain in effect.

What the rewrite covers

The draft is intended to reorganize, modernize and streamline the city’s alcohol rules, while removing provisions the city considers outdated. Policy areas under consideration include alcohol delivery, to-go alcohol sales, location-compatibility standards, Council discretion in license approvals, noise enforcement and possible exceptions to the downtown package-alcohol license cap.

Because the language is still being revised, the July 22 discussion does not establish whether any of those activities will ultimately be expanded, limited or treated differently. Specific requirements could change before the ordinance is formally introduced or considered for adoption.

Who could be affected

Bars and restaurants could be affected by changes involving alcohol service, delivery or to-go sales. Retailers and alcohol-delivery businesses may have to track any revised licensing or operating standards. Downtown businesses and prospective license applicants could be affected if the city changes how it handles package-alcohol licenses or Council review.

Residents may eventually see consequences involving alcohol availability, neighborhood compatibility, noise complaints and enforcement. Those effects remain prospective, however, because no final ordinance or implementation date has been approved.

Outreach preceded the Council discussion

The city says staff began outreach in August 2024 to help develop the rewrite. The process included feedback from alcohol licensees, stakeholder meetings, individual discussions, virtual meetings and opportunities for public comment. The city also held virtual workshops in June 2026 on the proposed changes.

The Council’s July 22 agenda identified the matter as a presentation, discussion and potential direction to staff on draft amendments. Supporting materials included redline and clean versions of a draft Chapter 5.07.

What happens next

Staff will revise the draft and return it to the Reno City Council for formal ordinance introduction and consideration. That future action will provide the next opportunity for the Council and the public to review the proposed text as legislation.

Until then, Reno’s existing Chapter 5.07 remains the governing code. Businesses and residents should not treat the discussion draft as a new permission, restriction or deadline.
