Round Rock approves $641,705 community-development plan

Round Rock City Council unanimously approved a $641,705 federal community-development plan on July 9, directing grant funding toward home repairs, food assistance, housing services, child advocacy and Meals on Wheels.

The 2026–27 Community Development Block Grant Annual Action Plan must now be submitted to the U.S. Department of Housing and Urban Development for the city to receive the grant funding. The program year is scheduled to begin Oct. 1, 2026.

The council action sets out how the federal money is intended to be used. It does not mean all of the funds have already been distributed or spent.

Home repairs receive the largest share

The largest allocation, $417,109, is designated for the City of Round Rock Community and Neighborhood Services Home Repair Program. The program serves eligible low- to moderate-income homeowners with repair needs.

That allocation accounts for about two-thirds of the overall plan and makes housing stability the central focus of the city’s proposed federal spending. The plan does not establish how many homes will be repaired or how many residents will receive assistance.

The Round Rock Area Serving Center is slated to receive two separate $30,000 allocations. One would support the organization’s food pantry program, while the other would support housing assistance.

Other planned allocations

The plan includes $16,255 for Court Appointed Special Advocates, commonly known as CASA, for assistance involving abused or neglected children.

Opportunities for Williamson-Burnet Counties is slated to receive $20,000 for its Meals on Wheels program. The service is included alongside the food pantry and housing-assistance funding as part of the plan’s direct support for local community programs.

Another $128,341 is reserved for program administration. Together, the six allocations total the full $641,705:

• $417,109 for the city’s home-repair program
• $30,000 for the Round Rock Area Serving Center food pantry
• $30,000 for Round Rock Area Serving Center housing assistance
• $20,000 for Meals on Wheels
• $16,255 for CASA
• $128,341 for administration

Eligibility and local support

Community Development Block Grant projects must serve low-income individuals or residents of low- to moderate-income areas designated by the U.S. Census. That requirement shapes which residents and neighborhoods can benefit from the programs in the action plan.

For Round Rock, the plan combines direct nonprofit services with a city-run housing program. Residents who qualify under the grant rules could receive help through food assistance, housing assistance, meal delivery, child-advocacy services or home repairs, depending on the program.

The city also provides an additional $250,000 from its general fund for social services through its annual budgeting process. That local funding is separate from the $641,705 in planned federal CDBG allocations.

Funding is below the two previous years

The 2026–27 plan is smaller than Round Rock’s allocations in each of the two preceding program years. The city received $672,184 in the prior year and $642,233 two years earlier.

The difference does not change the plan’s six approved categories, but it means the city is working with less federal CDBG funding than in either of those years while continuing to direct money to basic services and housing-related needs.

The next known step is submission of the Annual Action Plan to HUD. The 2026–27 program year begins Oct. 1.
