San Tan Valley takes over zoning and land-use permitting from Pinal County
San Tan Valley began handling zoning, land-use, subdivision and related development administration on July 1, 2026, shifting those responsibilities from Pinal County to the newly incorporated town for addresses and projects inside the town limits.
The change means residents, property owners, builders and developers seeking new zoning or land-use approvals must now work with San Tan Valley’s municipal system rather than relying on the county process. The transition is limited to land-use administration; it does not mean Pinal County stopped providing every other service in the town.
What happens to projects already in the pipeline
Pinal County’s transition guidance sets a June 30, 2026, cutoff for cases that were administratively complete by the county. Those projects remain subject to the transition rules described in the county’s applicant guidance.
That distinction matters because not every pending application automatically moved to the town. The approved transition summary does not state how many applications shifted from Pinal County to San Tan Valley, and applicants must determine how the status of a specific project affects its review.
The county guidance applies to addresses and projects within the new town boundaries. Property owners should verify an affected parcel against the town’s official zoning map and boundary information before assuming which government will handle a matter.
Town establishes its first development-control system
San Tan Valley adopted its inaugural zoning ordinance and zoning map in 2026. The move gives the town its first municipal system for controlling development, including the local administration of zoning, land use and subdivisions.
The change comes as the new town begins its first operating year. The Town Council adopted a $91.1 million budget for fiscal year 2026-27, providing the reported financial framework for the town’s initial operations.
Development fees remain a proposal
The League of Arizona Cities and Towns lists a public hearing on proposed San Tan Valley development fees for Sept. 2, 2026, at 6 p.m. The hearing is the next identified public step on the fees.
The final amount and structure of any development fees were not stated in the approved materials. San Tan Valley has not been reported here as having already imposed those fees; the available information identifies only a proposed-fee hearing.
For residents and businesses planning construction, subdivision or other land-use activity, the immediate practical issue is determining whether the town or county has responsibility for the project and whether the June 30 completion cutoff applies. The July 1 transfer marks the start of San Tan Valley’s local zoning administration, but individual cases remain governed by their status under the transition guidance.
