Santa Clara proposal calls for 584 homes at Network Circle site
A proposed residential development at 4160-4230 Network Circle in Santa Clara would add 584 homes, including 120 affordable apartments, 416 townhomes and 48 single-family homes.
Valley Oak Partners held a city-listed scoping and community-outreach meeting for the proposal on Aug. 3, 2026. The meeting was a public step in the project’s evaluation, but it did not approve the development or authorize construction.
What the proposal includes
The proposed housing mix has three parts. The largest portion would be 416 townhomes arranged across three neighborhoods. The plan also calls for 48 single-family homes and 120 affordable apartment units.
The affordable apartments represent a specific component of the 584-home proposal, not the total development. The city meeting information does not identify the apartments’ income levels, unit sizes or other affordability terms.
The project would be located at 4160-4230 Network Circle, Santa Clara, California 95054. The city’s public meeting listing identifies Valley Oak Partners as the applicant or organizer for the proposal.
Former Agnews property
The site is part of the former Agnews State Hospital and Office Park property. City background material identifies Oracle as the property owner and describes the Valley Oak Partners proposal as under evaluation.
The development is separate from and excludes Agnews Historic Park. That distinction matters because the proposed residential site is associated with the broader former Agnews property, while the city’s meeting notice specifically places the park outside the project.
The proposal would bring a substantial new residential component to a former institutional and office-park site in Santa Clara. Its mix includes attached and detached housing as well as a defined affordable-housing element, giving the project significance beyond a single housing type or neighborhood-scale infill proposal.
Where the project stands
The Aug. 3 meeting focused on scoping and community outreach. Those activities allow the city and the applicant to discuss the proposal publicly as it moves through evaluation, including environmental-review considerations, before a final project decision.
The meeting itself was not a final approval. The 584 homes remain proposed, and the city has not treated the project as approved or under construction.
