SH-11 crash renews Kay County concerns as Kaw City project remains years away
Blackwell-area drivers use SH-11 toward Kaw City, where a July 15 crash renewed attention on a planned 3.91-mile safety reconstruction now listed for 2028.
A concrete-truck crash west of Kaw City has renewed attention on safety concerns along State Highway 11, but the planned roadway improvements are not an immediate reconstruction project for Blackwell drivers.
The crash, reported by the Newkirk Herald Journal on July 15, 2026, occurred at SH-11 and Rocky Ridge Road. The highway was temporarily closed, and the truck driver was reported injured. The crash is now in the past, but it drew attention to a corridor used by drivers traveling between Blackwell, Kaw City and northern Kay County.
ODOT has identified several safety concerns
Oklahoma Department of Transportation project records describe the planned Kaw City-area reconstruction as a safety project addressing deficient curves, limited sight distance, shoulder deficiencies and an elevated collision history.
The project is identified as JP 33351(04). Its planned limits begin west of Rocky Ridge Road and extend east 3.91 miles to Grandview Drive in Kaw City. Those limits matter because the project is not a general reconstruction of every part of SH-11 between Blackwell and Kaw City, and it does not include Blackwell’s own SH-11 junction.
What the planned project is designed to change
ODOT’s public-meeting materials describe pavement reconstruction, widened or paved shoulders, curve corrections and selected alignment changes. The proposed roadway design includes two 12-foot travel lanes and 8-foot shoulders. The plans also include changes intended to improve curves, sight distance and selected intersections.
ODOT’s project records describe alternatives and selected alignments as planning information. The available records do not show that construction is underway, that the project has received final approval for letting or that the roadway changes have been completed. They also do not establish that the July crash was caused by the existing design or that the planned work would have prevented it.
Why Blackwell drivers should pay attention
Blackwell is at the intersection of US-177 and SH-11 in Kay County, making the highway an important connection for residents, commuters, commercial traffic and people traveling toward Kaw City. Future work east of Blackwell could affect trip planning, construction traffic and travel reliability on the corridor.
For now, however, existing roadway conditions remain in place. Drivers should not treat the Kaw City project as an immediate improvement to the Blackwell approach or as a promise that all SH-11 safety issues in the area will be addressed at once.
Timeline and project costs are easy to confuse
ODOT’s 2025-2032 Eight-Year Construction Work Plan lists right-of-way and utility entries for the JP 33351(04) Kaw City segment in federal fiscal year 2028. The work plan lists $1,121,877.36 for the right-of-way entry and the same amount for the utility entry. Those entries point to future project phases, not a guaranteed construction start date. ODOT says its work plan is updated and adjusted as project information and funding conditions change.
The $18.7 million figure cited in the newspaper report should also be kept separate. That amount refers to different US-77-to-Kaw City work described in the crash report, not the total or final cost of the 3.91-mile Rocky Ridge Road-to-Grandview Drive project. The Kaw City segment has separate project entries and costs in ODOT’s work plan.
The July crash has brought renewed attention to a highway section already identified for safety-related improvements. Until ODOT advances later phases, drivers using SH-11 should expect the current roadway to remain in service and should watch for future notices about right-of-way, utilities, design changes and construction scheduling.
