Spartanburg advances $71 million downtown mixed-use project with 220 apartments
Spartanburg City Council unanimously advanced on first reading a development agreement for a proposed $71 million mixed-use project on the former City Hall block at 145 W. Broad Street in downtown Spartanburg.
The six-story development would add 220 market-rate apartments and nearly 15,000 square feet of commercial space to a central downtown block. The plan also includes a 4,000-square-foot ground-floor space for Blue Moon Specialty Foods.
What the agreement would do
The development agreement includes a 20-year fee-in-lieu-of-tax arrangement involving the City of Spartanburg and Spartanburg County. The arrangement would create a long-term tax-incentive structure connected to the project, although the available material does not establish the exact future tax revenue or net fiscal benefit.
Fee-schedule details were expected to be finalized in the following weeks, according to the city announcement. That means the first-reading vote advanced the agreement but did not, by itself, establish that the project had received final approval.
For downtown residents, renters and businesses, the proposed project would bring hundreds of new market-rate housing units and additional commercial space to the city center. The project could also create construction, parking and traffic effects in the downtown core. The same May 26 meeting also saw unanimous first-reading advancement of the city’s proposed fiscal 2026-27 operating budget, which totaled $59.3 million. That budget action was separate from the downtown development proposal but occurred at the same meeting.
Spartanburg County’s public council page identifies August 17, 2026, as the county’s next regular council meeting. The available sources do not confirm what final action the county will take on the tax-incentive arrangement or when construction would begin.
