Spencer-Penn Road to close weekdays for pipe replacement beginning August 3
A portion of Route 949, also known as Spencer Penn Road, in Henry County is scheduled to close to through traffic beginning Monday, August 3, while the Virginia Department of Transportation replaces pipes beneath the roadway.
According to VDOT‘s Salem District traffic alert, the closure is scheduled during weekday work hours from 8 a.m. to 5 p.m., Monday through Friday. The road is expected to remain open on weekends under the current schedule.
Detour uses Route 695 and Route 58
Drivers traveling through the affected section should follow the signed detour from Route 949, Spencer Penn Road, to Route 695, also identified as Spencer Penn Road. The detour then uses Route 58, or A.L. Philpott Highway, before returning to Route 949.
VDOT says message boards will be posted to alert drivers and guide traffic around the work area. The agency lists Friday, August 14, at 5 p.m. as the expected completion time, but the schedule is weather permitting and may change.
What Spencer-area travelers should plan for
For residents, commuters, deliveries and other through traffic in Spencer, the notice means avoiding the affected portion of Spencer Penn Road during the scheduled weekday closure hours and using the signed detour instead. VDOT describes the closure as applying to through traffic; its notice does not specify a separate local-access policy, so drivers should follow barricades, signs and instructions at the work site.
Spencer is an unincorporated community in Henry County, Virginia. The closure notice applies to a specific portion of Route 949, not to all roads in Spencer or to every resident’s access. VDOT does not provide an estimate of added travel time or broader effects on traffic, businesses or schools.

Drivers using Spencer Penn Road should allow time to follow the posted detour during weekday closure hours and should not assume the August 14 reopening date is guaranteed. VDOT advises motorists to watch message boards and check current traffic information before traveling, particularly if weather affects the work schedule.
