St. Charles Parish council turns to drainage and flood recovery after Tropical Storm Arthur
St. Charles Parish officials continued drainage and flood-recovery work after Tropical Storm Arthur brought heavy rain and flooding, with a July 13 council report addressing flooding on St. Rose Avenue and ditch work on Smith Street in Hahnville.
The developments followed a June 18 parish report that said some areas received as much as 9 inches of rain. The storm left some roads impassable and prompted the parish to close parks, spray parks, summer camps and its summer feeding program during the immediate response.
Flooding affected parish services and roads
Residents who had water inside their homes were directed to report flooding to the St. Charles Parish Department of Homeland Security and Emergency Preparedness through the parish emergency operations center. The reporting instruction was part of the parish’s response as officials assessed conditions after the storm.
The June 18 notice described impacts across St. Charles Parish, including rainfall totals and road conditions. It did not establish that all of the reported flooding occurred in Hahnville. Hahnville is the parish seat, and the parish’s official address is 15045 River Road in Hahnville.
Drainage matters came before the council
The July 13 St. Charles Parish Council report focused on drainage and flood recovery. Among the matters listed were flooding on St. Rose Avenue and ditch cleaning or filling at 177 Smith Street in Hahnville.
Those issues matter locally because drainage decisions can affect road access, property risk, ditch maintenance and future parish infrastructure priorities. The council matters also connected the immediate storm response with longer-running questions about how water moves through roads and neighborhoods.
The July 13 report marked an ongoing update rather than a completed recovery program. The council report does not identify a final cost or a completion schedule for all drainage-recovery work. It also does not establish that the ditch work at 177 Smith Street or any other listed drainage project has been completed.
For Hahnville residents, the documented next step was continued parish and council attention to flooding and drainage matters after the storm. The specific work and timing for individual locations remained to be determined in later parish action.
