Sterling Heights Begins First Comprehensive Police Department Review
Sterling Heights has begun its first comprehensive strategic-plan organizational review of the Sterling Heights Police Department, a city effort that could shape police operations, staffing, work schedules, leadership priorities and employee support.
The city announced the review July 22, 2026. Its stated purpose is to assess the department’s long-term health, effectiveness and sustainability while examining operational excellence, leadership alignment and employee well-being.
The review is a planning process, not a finding of misconduct or operational failure. The city has described it as a way to evaluate the department’s direction and support its future priorities.
What the review will examine
The review is expected to look broadly at how the department operates and how its leadership and workforce are aligned with long-term goals. The city identified operational excellence and sustainability among the central areas of focus.
Employee well-being is also included in the review’s stated goals. That could make staffing conditions, schedules and the organization of police work part of the broader planning discussion, although the city has not announced specific changes to those areas.
The process is organized around as many as four possible phases. The city identified implementation support as an optional fourth phase rather than a guaranteed part of the work.
Any request for that implementation-support phase could require separate approval from the Sterling Heights City Council. The city has not announced whether it will seek that additional funding.
Budget approval came earlier this year
The review follows action by the City Council on April 28, 2026. At a special meeting, the council approved a $90,000 increase to the 2026/27 General Fund budget for development of a long-term police strategic plan.
During that meeting, the police chief said an outside review could examine operational schedules and whether the department was on the right track. That earlier budget action provided funding for the strategic-planning work now announced by the city.
The announcement did not identify the review’s contractor, provide a total project cost, set a completion date or outline specific recommendations. Those details will determine how quickly the review moves from assessment to possible changes.
Why it matters in Sterling Heights
The Sterling Heights Police Department serves a city the municipality places among Michigan communities with more than 100,000 residents. The city also describes the department as accredited and says it has been recognized through the FBI’s Uniform Crime Reporting Program as Michigan’s safest large city among communities over 100,000 for several years.
That context makes the review a forward-looking assessment rather than an announcement tied to a disclosed public-safety breakdown. The city’s stated focus is on maintaining effectiveness and sustainability while considering how the department is led and how employees are supported.
For residents, the practical significance will depend on what the review recommends. Changes could affect police priorities, department organization, staffing approaches or work schedules, but no such changes have been adopted as part of the July 22 announcement.
The next major decision point will come if city officials propose implementation support after the review’s assessment phases. That step would require the City Council to consider a separate approval.
