Sycamore council considers cannabis, property zoning and $40,000 donation

The Sycamore City Council considered a series of development-related proposals Feb. 16, including zoning changes tied to cannabis retail and the future use of an Opportunity House property.

The agenda listed a proposed amendment to the city’s Unified Development Ordinance and a special-use request for Echelon Grow to operate a cannabis dispensary at 1598 DeKalb Avenue. It also included a request to rezone Opportunity House’s property at 342 North Sacramento Street from R-3 multifamily to M-1 light manufacturing. The items were presented for first and second reading.

The agenda also listed a proposed $40,000 donation to the Sycamore Chamber of Commerce for visitor attraction and economic development. Together, the proposals could affect where cannabis retail operates, how the nonprofit property may be used and future commercial or industrial activity in the city.

The Feb. 16 agenda does not establish the final votes or whether the dispensary permit and property rezoning took effect. The city’s agenda center later listed an Aug. 10, 2026, Planning and Zoning Commission notice stating that no meeting would be held; it did not identify a replacement meeting date.
