Turlock Faces State Legal Action Over Housing Element Delays
Turlock is facing legal action from California Attorney General Rob Bonta over delays in bringing the city’s state-required Housing Element into compliance, while city officials continue revising the document for state approval.
The City of Turlock disclosed the legal development in a Housing Element update published July 16, 2026. The city said the attorney general had recently filed legal action concerning Turlock’s Housing Element and that the legal process would proceed independently from the city’s ongoing compliance work.
The update makes clear that the city is continuing its own effort to revise the Housing Element even as the state legal action moves forward. Turlock said its objective is to expedite certification of the document.
Where the revision process stands
Turlock submitted a revised draft Housing Element to the California Department of Housing and Community Development on May 5, 2026. HCD conducted an informal review of that draft and requested additional refinements.
The city’s Housing Element process is part of a broader effort to update Turlock’s General Plan and Zoning Code to address housing needs and comply with new state housing laws. Certification by HCD is a key step in completing that process.
Rather than describing the May draft as final, the city’s update says additional work is needed. The requested refinements mean Turlock remains in the revision phase as it seeks to satisfy state housing-planning requirements.
Why the Housing Element matters
A Housing Element is not just a planning document. Compliance affects a city’s zoning authority and its ability to process housing approvals under California’s housing rules. Delays can also increase a city’s exposure to state enforcement and builder’s-remedy consequences.
For Turlock, that makes the dispute relevant to future housing planning and development decisions. The city’s continued work and the separate legal action are now unfolding at the same time: Turlock is trying to address HCD’s requested refinements while responding to the attorney general’s filing.
