Union advances 22-acre rezoning for proposed Old Union Road housing development

Union’s City Commission is moving forward with a rezoning request for approximately 22.185 acres at 9944 Old Union Road, where Drees Homes is seeking a change in zoning on behalf of property owner Arlinghaus 1 LLC.

The city’s July 6, 2026, meeting agenda listed Ordinance 2026-10 for a second reading. The next scheduled reading is Aug. 3. The Boone County Planning Commission recommended approval of the request, according to the city agenda.

The action is an advance in the zoning process, not a confirmation that the development has been approved. The agenda does not identify the number of homes proposed for the parcel, planned construction timing, road improvements or commitments involving schools.

What the zoning request would change

The application would rezone the property from several existing agricultural and rural-suburban classifications with the Union Town Overlay: A-2/UTO, RSE/UTO, RS/UTO and UTC. The requested classification is Suburban Residential Three with the overlay, or SR-3/UTO.

If the ordinance is approved, the change would allow a more intensive residential use on land along Old Union Road. That could affect the area’s future housing supply and raise practical questions involving traffic, stormwater management, emergency access and Boone County school enrollment as plans develop.

The city’s July 6 agenda identifies the property as 9944 Old Union Road in Union. It lists Drees Homes as the applicant and Arlinghaus 1 LLC as the owner.

A separate Union-area proposal has raised concerns

The Old Union Road rezoning is separate from a larger proposal described in city meeting minutes and local reporting. That project calls for 377 units on approximately 185 acres along U.S. 42 between Rice Pike and Bleu Yacht Lane.

Residents raised traffic-safety and school-capacity concerns during a planning hearing on that separate development. Those concerns were also reported in Union City Council minutes as part of a discussion about development activity in Boone County.

The two proposals should not be treated as a single project. The 22.185-acre Old Union Road request and the approximately 185-acre, 377-unit proposal involve different properties and different development details.

Town Plan update is underway

Union is also updating its Town Plan, the city’s broad planning document. City minutes said the last comprehensive version was completed in 2000, and the city discussed an upcoming town-hall process to gather public feedback on the update.

The planning work comes as the city considers new residential development and related questions about transportation, public services and growth. The next scheduled step for Ordinance 2026-10 is the second reading listed for Aug. 3.
