University City says monthlong outage was a cyberattack
University City says malicious cyber activity disrupted permits, records requests and payments; phone, manual and in-person options remain available.
After more than a month of disrupted online services, University City officials acknowledged on July 23, 2026, that malicious cyber activity caused the network outage affecting city systems.
The city initially described the disruption as server issues in a June 17 notice. The later explanation changed the characterization of the outage but did not include a confirmed date for full restoration.
Permits, records and payments were disrupted
The outage affected permitting services, public-document requests, credit and debit card processing, and online bill pay, according to the cityโs outage notice and reporting by Government Technology.
That disruption included payments connected to parking tickets, refuse collection and other city charges. Residents and businesses should not assume that a routine online submission or payment will be processed while affected systems remain under repair.
City staff shifted to phone calls, manual processes and in-person visits at City Hall for payments and permits. Those alternatives were reported procedures during the outage, not a guarantee that every transaction or permit could be completed immediately.
Public safety continued
University City said essential public-safety operations continued without interruption. The outage therefore did not take all city operations offline, even though several administrative, permitting and payment systems were affected.
As of July 23, officials said they had found no evidence that residentsโ personal information had been accessed or removed. That is a narrower statement than a guarantee that information was safe; it reflects what the city said it had found at that point in its investigation.
The city said it had stopped the malicious activity and was rebuilding affected systems with technology and cybersecurity partners. Services were being restored in phases, but officials had not announced a confirmed date for complete restoration, according to St. Louis Business Journal reporting.
What residents should do
Residents who need a permit, public document, city payment or refuse-service transaction should check the City of University Cityโs official website for the latest instructions before attempting an online transaction.
For urgent needs, residents and businesses can use city phone lines or ask about manual processing and in-person service at City Hall. The city had not provided a firm date for full digital restoration as of July 23.
