Vacaville Council Sets First Review of East of Leisure Town Growth Plan

Vacaville City Council is scheduled to begin reviewing the East of Leisure Town Urban Growth Area Specific Plan on Aug. 12, 2026. The plan covers an area east of Leisure Town Road and could guide future residential, commercial and infrastructure growth.

The review follows several scheduled steps in the city’s timeline. A final environmental impact report milestone is listed for June 18, followed by a Vacaville Planning Commission milestone on July 15. The schedule also lists a second City Council review for Sept. 9.

A longer regional process is planned

The council review is one part of a broader process that could eventually involve the Solano Local Agency Formation Commission, or LAFCO. The schedule lists a sphere-of-influence and municipal-service review hearing for April 6, 2027, followed by an LAFCO annexation hearing in October 2027.

The Aug. 12 meeting is a review milestone, not an approval of the growth plan. The city schedule does not state what action the council will ultimately take. The next known step is the first City Council review, followed by the additional council and regional hearings listed in the project timeline.
