West Allis Fire Merger Enters Implementation Phase

West Allis and Wauwatosa have moved their joint fire department from approval into implementation, changing how fire and EMS services will be governed and delivered in both communities.

The two cities approved an intergovernmental agreement in February to create Milwaukee Metro Fire Rescue. The West Allis Common Council approved the agreement by a 10-0 vote, while the Wauwatosa Common Council approved it 12-2.

The new department began operating under staffing agreements on April 27, 2026. The cities are continuing administrative and organizational work, with additional steps scheduled through the rest of the year.

What has changed

Milwaukee Metro Fire Rescue is the structure the cities approved for their joint fire department. The merger is intended to preserve or improve service while pursuing municipal efficiency, according to the City of West Allis.

The change is not yet complete in every administrative respect. The official implementation schedule includes work on staffing, labor agreements, governance and the department’s public identity.

A summer 2026 work period is focused on negotiating a new union contract for employees who will work in the future joint department. The final terms of that contract have not been published in the approved information.

August work includes developing Milwaukee Metro Fire Rescue’s branding and identity. That means the department’s organizational transition will continue even though it has already begun operating under staffing agreements.

Meetings scheduled in West Allis

The implementation schedule lists two upcoming meetings in West Allis. A Joint Fire Commission meeting is scheduled for Aug. 12, followed by a Board of Directors meeting on Aug. 19.

Those meetings provide the next identified points in the public implementation process. The approved information does not specify the final decisions that will be made at either meeting.

West Allis is one of the two participating municipalities, and the city’s merger information page identifies the local meetings and operating timeline. The agreement also involves Wauwatosa’s governing bodies, which approved the arrangement by a 12-2 vote.

Service levels remain a requirement

The City of West Allis says no final decision has been made on any service reduction. The city also states that the merger must maintain or improve service levels.

That requirement is important for residents because the merger affects a core public service rather than only the names or administrative structure of the two departments. The practical result will depend on how the joint department’s governance, staffing and labor arrangements are finalized.

The approved materials do not document the merger’s eventual fiscal savings or any post-merger service improvements. They also do not provide final union-contract terms or final branding details.

For now, the confirmed development is that Milwaukee Metro Fire Rescue has started operating under staffing agreements while the cities continue implementation through 2026. The Aug. 12 Joint Fire Commission meeting and Aug. 19 Board of Directors meeting are the next listed steps in West Allis.
