Westchester authorizes agreement supporting 100 affordable homes in Croton-on-Hudson
Westchester County has authorized an intermunicipal developer agreement supporting a proposed 100-unit affordable homeownership project at 1-3 Croton Point Avenue in Croton-on-Hudson.
The Westchester County Board of Legislators adopted the agreement on May 18, 2026. The parties are Westchester County, the Village of Croton-on-Hudson and WBP Development LLC.
The county action authorizes funding for infrastructure improvements and the property rights needed for the transaction. The stated development would create 100 affordable homeownership units, with the homes intended to remain affordable for at least 50 years.
What the agreement covers
The agreement connects county support to improvements at the Croton Point Avenue property and to the development arrangement among the county, village and private developer. The county legislation identifies the site as 1-3 Croton Point Avenue in the Village of Croton-on-Hudson.
The project is also described as affirmatively furthering fair housing. That language places the proposed development within the countyโs stated fair-housing objectives while the agreement addresses the infrastructure and property interests required for the transaction.
