Winnfield-area voters face $23 million school bond measure for gym and classroom work
Winnfield-area voters will decide Nov. 3, 2026, whether Consolidated School District No. 12 may issue up to $23 million in general-obligation bonds for school construction and renovation projects.
The proposal includes a new gymnasium at Winnfield Senior High School and renovations plus additional classrooms at Winnfield Middle School. Bond proceeds would also cover related equipment and furnishings. The measure has not been approved by voters.
Projects named in the proposal
The Louisiana State Bond Commission’s April 16, 2026, posted agenda identifies the school district’s proposed borrowing and the projects planned with the proceeds. The agenda describes a new Winnfield Senior High School gymnasium, along with work at Winnfield Middle School.
The middle school work would include renovations and additional classrooms. Equipment and furnishings are also included in the stated uses of the bond proceeds.
If voters approve the measure, the bonds could run for up to 20 years. The proposed interest rate could not exceed 7 percent.
Potential property-tax impact
The bonds would be payable through ad valorem taxes, meaning property taxes. A KNOE election guide reports an estimated first-year levy of 30 mills.
That millage figure describes the proposed levy, but the approved sources do not provide a final annual dollar amount for a typical Winn Parish property. A household’s dollar impact would depend on assessed value and applicable tax records, so the 30-mill estimate should not be treated as a specific bill for an individual property owner.
The measure therefore presents voters with two linked decisions: whether to authorize long-term borrowing for named school facilities and whether to accept the associated proposed property-tax levy if the bonds are issued.

The State Bond Commission agenda dated April 16 documented the proposal. KNOE’s June 27 election guide lists the $23 million, 20-year Consolidated School District No. 12 bond measure for the Nov. 3, 2026, general election and identifies the estimated first-year levy.
The available sources establish the election-guide listing but do not establish whether the measure has since been formally certified on the final ballot. They also do not document construction beginning, financing after an approval or later project approvals. Those steps would follow only if the measure passes and the required subsequent actions occur.
