Federal award reshapes Cleveland-Cliffs’ $1 billion Ohio steel upgrade
The Energy Department and Cleveland-Cliffs have revised a $1 billion modernization plan for the company’s Middletown Works steel plant in Ohio, preserving a $500 million federal award while changing the project’s central technology.
Instead of replacing the existing production route with a hydrogen-ready direct-reduced-iron plant and two electric melting furnaces, the revised framework would rebuild and upgrade the plant’s existing coal-fired blast furnace. Cleveland-Cliffs would match the federal funding with $500 million of its own capital.
The change matters beyond Middletown. The facility is a major domestic supplier of automotive-grade steel, including steel used for exposed vehicle parts. The company says the investment is intended to keep the plant operating, protect about 2,300 existing jobs and preserve roughly 3 million tons of annual raw-steel capacity.
What changed in the project
The original proposal, announced in 2024, centered on direct-reduced iron that could accommodate hydrogen and two electric melting furnaces. That plan is no longer the active scope described in the August 21, 2026, announcement.
The revised project instead focuses on the blast furnace and supporting systems. Cleveland-Cliffs and the Energy Department say the work will include blast-furnace-gas cogeneration to produce electricity and steam, upgraded material handling and artificial-intelligence-enabled process controls.
Federal and company officials describe those upgrades as a way to improve plant reliability and efficiency while maintaining domestic steel production. Cleveland-Cliffs has said customers were not willing to pay a premium for lower-carbon steel. That is the company and DOE’s stated rationale for changing the scope, not an independently established conclusion about every steel customer or the entire market.
Funding, jobs and timing
Under the framework announced August 21, the federal government would provide $500 million and Cleveland-Cliffs would provide an equal amount. Cleveland-Cliffs said the framework allows the parties to finalize negotiations and implementation plans; it does not establish that every payment or project detail has already been completed.
Construction is expected to begin in the coming weeks, according to the company and DOE. Cleveland-Cliffs expects peak construction employment to exceed 1,500 workers, including local union building trades. The rebuild of the blast furnace is targeted for the first quarter of 2030.
The permanent employment figure cited by officials is primarily job preservation, not a comparable number of newly created long-term positions. If the project proceeds, the construction phase would provide a separate, temporary workforce opportunity in the Middletown area.
Why the steel supply matters
Middletown Works supplies steel for automotive, appliance, heating and air-conditioning, and other manufacturing customers. Cleveland-Cliffs describes the plant as a flagship producer of automotive-grade steel suited to exposed parts of cars, trucks and SUVs.
The company says the facility currently produces approximately 3 million tons of raw steel annually. Maintaining that capacity would keep a significant domestic source of steel connected to vehicle and other U.S. manufacturing supply chains.
The project also illustrates a policy tension: federal support remains in place, but the technology now emphasizes extending a coal-fired blast-furnace operation rather than building the hydrogen-ready and electric-furnace system proposed two years ago.
Permitting and emissions questions remain
The revised plan is not yet fully cleared to proceed. Ohio EPA was still reviewing public comments on the air permit required for the work as of August 21, 2026. The agency told WHIO it expected to make a final determination within the next few months. The permit had not been approved at that point, so construction timing and final scope could change.
Environmental groups have criticized the use of the federal award for a project centered on rebuilding a coal-fired blast furnace and have questioned whether the revised plan advances the emissions-reduction purpose associated with the earlier proposal.
The project includes efficiency-related upgrades, but the available announcements do not establish whether the revised modernization will increase or reduce the facility’s total greenhouse-gas emissions. Historical facility emissions data cannot by itself predict the future emissions outcome. That will depend on the final design, operating conditions and regulatory review.
What to watch next
The next milestones are Ohio EPA’s permit decision, final DOE implementation documents, construction mobilization and whether Cleveland-Cliffs remains on track for the first-quarter 2030 blast-furnace rebuild.
For the national supply chain, the central question is whether the modernization can improve reliability and preserve automotive-grade steel production while addressing the environmental concerns raised about the change in technology.
