Albuquerque housing RFPs open: July 13 pre-proposal; Sept 4 bids; HOME-ARP Sept 30

Albuquerque, NM — The City of Albuquerque has opened three requests for proposals (RFPs) for affordable rental housing. Developers can attend optional virtual pre-proposal conferences for the Workforce Housing Trust Fund and HUD HOME RFPs on Monday, July 13, 2026, and for the HOME-ARP (City land conveyance) RFP on Tuesday, July 7, 2026.

Key deadlines for proposal submission (via the City’s eProcurement system) are:

Friday, Sept. 4, 2026 at 4:00 p.m.: RFP-2026-789-HHH-RG (Workforce Housing Trust Fund) and RFP-2026-790-HHH-RG (HUD HOME)
Wednesday, Sept. 30, 2026 at 4:00 p.m.: RFP-2026-788-HHH-RG (HOME-ARP paired with City-owned land)

Here’s how the three RFPs are packaged—and what affordability/program requirements developers must plan around.

Three RFPs, three funding streams

The City’s Department of Health, Housing & Homelessness (HHH) says the three opportunities draw on different funding sources: local Workforce Housing Trust Funds, federal HUD HOME Investment Partnerships, and federal HOME-ARP dollars paired with conveyance of City-owned land.

RFP-2026-789-HHH-RG: Workforce Housing Trust Fund (Sept. 4 deadline)

HHH says projects under this RFP must meet three core affordability requirements:

Minimum affordability: at least 30% of all units affordable to households at or below 80% of area median income (AMI)
Leverage requirement: leverage City funds at a 4:1 ratio with non-City sources
Long affordability term: a 99-year affordability period

An optional pre-proposal conference is listed for Monday, July 13, 2026 at 10:00 a.m. (virtual via Zoom).

RFP-2026-790-HHH-RG: HUD HOME (Sept. 4 deadline)

Under the HUD HOME RFP, HHH says projects must:

Serve households at or below 80% AMI
Comply with HUD HOME regulatory requirements
Demonstrate the capacity to leverage additional financing from other federal, state, or private sources

HHH also notes that nonprofits must be certified as a CHDO or Affordable Housing Development Organization (AHDO).

An optional pre-proposal conference is listed for Monday, July 13, 2026 at 11:00 a.m. (virtual via Zoom).

RFP-2026-788-HHH-RG: HOME-ARP (Sept. 30 deadline)

HHH says this HOME-ARP RFP is paired with conveyance of approximately 1.72 acres of City-owned land at 6600 Zuni Road SE for the new construction of multifamily rental housing serving qualifying populations.

For affordability and services, HHH says the requirements include:

Affordability level: units affordable to households at or below 50% AMI
Unit mix expectation: a minimum of 70% of total units must serve qualifying populations
Services: projects must include supportive services
Regulatory compliance: comply with all applicable HUD HOME-ARP regulatory requirements

An optional pre-proposal conference is listed for Tuesday, July 7, 2026 at 1:00 p.m. (virtual via Zoom).

How to apply (and the deadline rule)

HHH says all proposals must be submitted electronically through the City’s eProcurement system. The City’s purchasing materials also emphasize that the closing date and time for receipt of offers are strictly observed—offers will not be accepted after the stated closing time.

What happens next after bids close

According to the City’s partner-resources materials, selection involves qualification steps, then review and scoring of proposals by an Ad Hoc committee, followed by review by HHH leadership. The City’s materials say final approval of a recommendation of award is then handled through City Council.

HHH also reserves the right to reject any and all proposals and to end the selection process at its discretion.
