Albuquerque opens $2.32 million affordable-rental funding round
Albuquerque has opened a citywide funding round for affordable multifamily rental housing, with up to $2,320,285.79 in federal HOME Investment Partnerships funds available for eligible proposals.
The City of Albuquerque’s Department of Health, Housing and Homelessness is accepting electronic applications under RFP-2026-790-HHH-RG until 4 p.m. local time on Friday, Sept. 4, 2026. The solicitation is an opportunity to seek funding, not an announcement of an approved project.
What the funding could support
Proposals must involve multifamily rental housing within Albuquerque city limits. Eligible activities include new construction, acquisition and rehabilitation, and preservation of rental housing.
Affordable units must serve households earning no more than 80% of area median income and comply with applicable HOME income and rent requirements. The city has not identified project locations, unit counts, rents or construction schedules through this solicitation.
Up to $292,732.11 is reserved for Community Housing Development Organization housing development. The remaining funds are part of the broader HOME allocation available for eligible affordable-rental proposals.
Who can apply
Eligible lead applicants include nonprofit organizations and governmental entities working with qualified development teams. Nonprofit applicants must provide documentation for the city’s applicable CHDO or Affordable Housing Development Organization requirements.
Applicants also must demonstrate the capacity to obtain additional federal, state, private or other financing needed to complete a project. That requirement means the city’s contribution is intended to be part of a larger development package.
Selection still requires city approval
The city says proposals will be evaluated through an ad hoc review process that considers factors including affordable-housing need, financial feasibility, project scoring, developer capacity, supporting documentation and compliance with HOME cost-allocation requirements.
The highest-scoring project is expected to receive a recommendation for funding, although multiple projects may be selected depending on the funding requested. Recommendations must go through review by the Department of Health, Housing and Homelessness director and administration before final Albuquerque City Council approval.
Until that process is complete, the funding round does not guarantee construction or immediate rental availability. Renters should not interpret the solicitation as an announcement that units are now available.
What happens next
Prospective applicants must submit complete proposals through the city’s eProcurement system by 4 p.m. local time on Sept. 4, 2026. Any locations, unit counts, rents and construction timelines would be determined only after selections, further review and final approval.
The city made the funding opportunity available in July. The active solicitation identifies the operative deadline and terms for RFP-2026-790-HHH-RG.
