Celina council to hold public hearings on proposed development-district assessments
Celina City Council is scheduled to hold public hearings Aug. 11 on proposed assessments tied to the Celina 241 Public Improvement District and Ariana Public Improvement District.
The meeting is scheduled for 5 p.m. Tuesday, Aug. 11, 2026, in the Celina City Council Chambers at 112 N. Colorado St. The City of Celina calendar identifies the meeting but does not, on the accessible event page, provide the detailed assessment terms or public-comment procedures.
What the council is scheduled to consider
The July 14 council record identified preliminary service and assessment plans, proposed assessment rolls and ordinances that could levy assessments for the two districts. Those materials were described as part of the process leading to the Aug. 11 public hearings.
The assessments remain proposals. The scheduled hearings do not, by themselves, establish a final assessment, create a current tax or fee obligation, or confirm that the council has approved the proposed ordinances.
The final agenda packet is the controlling source for the precise wording of the Aug. 11 items, including any proposed amounts, assessment methodology, affected parcels or property owners, payment or collection schedule, and the improvements or services the assessments would support. Those details were not available on the accessible calendar and Agenda Center landing pages reviewed for this article.
Why the hearing matters to property owners
Property owners should review the final assessment rolls and related plans for parcel-specific information rather than assume that every property in or near either development would be affected.
The proposed plans and ordinances should also identify the improvements, infrastructure or services connected to each district. Any proposed collection terms and the legal classification of the assessments should be confirmed in the final packet before the meeting.
How to follow the proceedings
Residents, property owners and other interested parties can check the City of Celinaโs final agenda packet, hearing notices and meeting instructions before Aug. 11 for the applicable public-comment procedures, speaking rules and any written-comment deadlines.
The cityโs calendar confirms the meeting date, 5 p.m. start time and City Council Chambers location. The cityโs Agenda Center and linked agenda portal are the places to check for the final packet and any amendments.
After the hearings, additional council action may be required before any assessment is adopted or implemented. Until that action is documented in an official record, the Celina 241 and Ariana measures should be treated as proposed actions in a public process.
