Celina Announces $15M Trackside Junction Development Downtown
Celina has announced Trackside Junction, a planned $15 million public-private downtown development that city officials say will add commercial, residential and event space along Louisiana Drive.
The City of Celina and the Celina Economic Development Corporation announced the partnership with Nack Development on July 14. The project is planned for Downtown Celina and is intended to create additional activity between the historic square and the city’s Entertainment District.
The announcement represents a development proposal, not a completed project. The city has not announced a construction start date, completion date, detailed site plan or the number of residential units planned.
Commercial space and mixed uses are planned
Trackside Junction is expected to include retail, restaurants, offices, event space and luxury residential space, according to the City of Celina’s announcement.
The project is expected to add 15,000 square feet of new commercial space. That square footage is an expectation in the announced plan, rather than a report of space that has already been built or leased.
For downtown Celina, the proposal is focused on the stretch connecting two established activity areas: the historic square and the Entertainment District. The city said the development is intended to support more activity along Louisiana Drive as part of that connection.
The announced investment is private investment of $15 million. The available announcement does not specify a total project cost beyond that private-investment figure, nor does it provide an estimate of jobs associated with the development.
City cites TIRZ No. 11 financing role
City officials described the partnership as Celina’s first significant use of Tax Increment Reinvestment Zone No. 11 funding to support a specific economic-development project.
That makes the announcement notable not only for the proposed mix of downtown uses, but also for the city’s stated use of TIRZ No. 11 in connection with a named development. The City of Celina has not released the underlying agreement in the approved materials, so the precise form and terms of the TIRZ assistance are not established by the announcement.
The city’s release identifies the City of Celina, the Celina Economic Development Corporation and Nack Development as the parties involved. Mayor Ryan Tubbs and Clint Bissett are among the officials and entities identified in the announcement. The Celina Economic Development Corporation has a seven-member board.
About a year of collaboration preceded announcement
The city said the Trackside Junction announcement followed approximately one year of collaboration among the city, the Celina Economic Development Corporation and Nack Development.
A July 14 City Council meeting record also identifies related development-agreement and annexation actions for later council consideration. The record provides context for continuing development work, but the approved materials do not establish that all related actions have received final approval or identify their final disposition.
For residents and downtown businesses, the immediate change is the formal announcement of a proposed investment and development partnership centered on Louisiana Drive.
