Murfreesboro Planning Commission to Consider Outdoor Paddle-Sport Zoning Rules
Murfreesboro’s Planning Commission is scheduled to consider proposed zoning changes for outdoor paddle-sport facilities during a public hearing at 6 p.m. Wednesday, Aug. 5, at City Hall.
The proposal, identified in the city’s public notice as zoning ordinance amendment 2026 806, would revise portions of Murfreesboro’s zoning framework involving definitions, site-plan review and permitted uses. The amendment was proposed by the city’s Planning Department and has not been adopted.
What the proposed amendment covers
The public notice identifies three portions of the zoning ordinance for possible changes:
- Section 2: Interpretation and Definitions
- Section 7: Site Plan Review
- Chart 1: Uses Permitted, including Chart 1 endnotes
The notice says the proposal includes provisions to define and regulate outdoor paddle-sport facilities. It does not provide a complete list of operating standards in the notice itself.
Murfreesboro’s current zoning ordinance uses Chart 1 to show how listed land uses are treated across zoning districts. The chart distinguishes uses permitted by right, uses requiring site-plan review and a special-use permit, and uses that are not permitted. Section 7 establishes the city’s general site-plan review framework.
That existing code provides context for the sections named in the proposal. It does not establish that amendment 2026 806 has passed or that new paddle-sport requirements are already in effect.
Public hearing details
The hearing is scheduled for 6 p.m. Wednesday, Aug. 5, 2026, in the Council Chambers at Murfreesboro City Hall, 111 W. Vine St.
The city’s notice invites interested parties to attend and participate. The city’s Agenda Center says people who wish to speak at a public meeting must sign up at least six hours before the meeting by submitting the public-comment form or calling City Hall at 615-849-2629.
The Planning Department lists 615-893-6441 for questions about the proposed amendment. The public notice says a copy is available for review in the Planning Director’s office at City Hall and was expected to be posted on the city website during the week of the hearing.
What has not been decided
The Aug. 5 hearing is a consideration and public-comment stage. The notice does not say that the Planning Commission will approve the amendment, and it does not establish final rules for outdoor paddle-sport facilities.
Specific requirements involving setbacks, hours, noise, parking, lighting or other operating conditions should not be assumed unless they appear in the proposed amendment, a later recommendation or an adopted ordinance.
Any subsequent Planning Commission recommendation, City Council action or effective date would need to be confirmed through later official records. Until then, amendment 2026 806 remains a proposed change to Murfreesboro’s zoning ordinance.
Why the proposal matters
If approved later, the amendment could affect how outdoor paddle-sport facilities are defined, reviewed and classified under city zoning. That could matter to residents, property owners and prospective operators evaluating whether and how such facilities may be considered on particular properties.
For now, residents and other interested parties can review the proposal and participate in the scheduled hearing. The hearing record and any later city action will determine whether the changes advance and what requirements, if any, ultimately take effect.
