Tennessee Budget Includes $4 Million to Widen State Route 99 in Rockvale

Tennessee’s enacted 2026-2027 budget directs $4 million in nonrecurring funds to the Tennessee Department of Transportation for widening approximately 2.5 miles of State Route 99, also known as Salem Highway, in the Rockvale community of Rutherford County.

The allocation is specific to Rockvale and should not be confused with the separate New Salem Highway construction project in Murfreesboro. It gives TDOT funding for the stated widening purpose, but the public records reviewed do not establish when construction will begin or when the Rockvale work will be completed.

What the enacted budget says

Item 69 of Tennessee Public Chapter No. 1142 appropriates “$4,000,000 (nonrecurring)” to the Tennessee Department of Transportation “for the sole purpose of widening State Route 99 (Salem Highway) for approximately 2.5 miles in the Rockvale Community of Rutherford County.”

The Tennessee General Assembly bill record shows that Gov. Bill Lee signed the measure on May 22, 2026. The record lists July 1, 2026, among the act’s effective dates for the new fiscal-year appropriations.

TDOT—not Rutherford County’s highway department—is the agency named to receive and administer the funding. The $4 million is an appropriation for the stated purpose; it should not be read as the total cost of widening the entire approximately 2.5-mile segment.

Funding does not yet provide a construction schedule

Based on the reviewed records, the appropriation does not provide a construction start date, final design, right-of-way timetable or completion date. It also does not identify exact endpoints for the Rockvale segment.

For residents, commuters, school traffic and businesses using Salem Highway, the immediate effect is that a Rockvale-specific widening purpose now appears in the enacted state budget. Potential future effects could include changes to travel patterns, work-zone conditions, access points or property needs along the eventual project limits, but the appropriation alone does not guarantee any of those outcomes.

TDOT planning context

TDOT’s FY 2026 10-year project plan lists a broader Rutherford County State Route 99 widening project under PIN 106982.00 with a planning-level estimated cost of approximately $53.3 million.

A separate TDOT transportation-model report describes that broader project as a planned widening from two lanes to five, with two travel lanes in each direction and a continuous center turn lane.

Those documents are planning context. They do not establish the final design, final cost or exact limits of the budget-funded Rockvale segment. TDOT says its 10-year plan is updated following enacted budget changes, so future plan revisions and project records will be important indicators of implementation.

Rockvale work is separate from Murfreesboro construction

Drivers should not confuse the Rockvale appropriation with active work on New Salem Highway in Murfreesboro. WSMV reported that the Murfreesboro project covers about 2.4 miles from west of Veterans Parkway to Cason Lane and is expected to be completed in December 2027.

TDOT’s contractor notice identifies that separate project as approximately 2.246 miles, with completion required by December 15, 2027. That date applies to the Murfreesboro work, not to the Rockvale appropriation.

What to watch next

The next meaningful signs that the Rockvale allocation is moving toward implementation will be TDOT records showing planning, design, right-of-way activity, a project letting, a construction contract or a published schedule. Until those records appear, residents should treat the $4 million as enacted funding—not evidence that construction is imminent.
