Moreno Valley’s Bay & Day Commerce Center reaches final environmental-review stage
Moreno Valley has listed a July 2026 Final Environmental Impact Report for the proposed Bay & Day Commerce Center, but the document does not by itself authorize construction or settle the project’s remaining land-use approvals.
The proposed industrial center at the southwest corner of Day Street and Bay Avenue would still require city action on a Change of Zone, a Tentative Parcel Map and a Plot Plan.
What is proposed
The city’s current project description calls for a 194,775-square-foot industrial building, including ground-floor and mezzanine office space, on approximately 9.6 net acres.
The site consists of four assessor’s parcels: APNs 263-230-001, 263-230-003, 263-230-004 and 263-230-025. The requested Tentative Parcel Map would consolidate those parcels into a single parcel.
The proposal also includes a truck court, loading docks, passenger-vehicle parking, landscaping, walls or fencing, lighting, signage and utility infrastructure improvements or connections.
Environmental review is not approval
A Final EIR is part of the environmental-review record. It does not replace the city’s separate decisions on whether the requested zoning, parcel-map and site-development entitlements should be approved.
For Bay & Day, the requested Change of Zone would change the property’s zoning from Business Park to Light Industrial. The parcel-consolidation request and Plot Plan would address the site configuration, building and related improvements.
The California CEQA State Clearinghouse identifies Moreno Valley as the lead agency and confirms the Day Street and Bay Avenue location, the four parcels and the requested site-plan, rezone and land-division actions. That state record is from the project’s 2023 notice-of-preparation stage and contains earlier figures, including a 193,745-square-foot building on 9.9 acres. Why the next decisions matter locally
If the applications are later approved, nearby residents, commuters and workers could see changes involving industrial activity, truck circulation, site access and frontage or utility work. The scale and operating details of any future use would depend on later city action, project conditions and any subsequent approvals.
The available project records do not establish a confirmed tenant, employer, job count, operating schedule or construction timeline for the proposed center. The Final EIR listing also does not establish that the building will be constructed.
What happens next
Moreno Valley’s official agenda page says the Planning Commission handles development and zoning matters. The City Council considers city decisions and matters placed on its agenda. Regular Planning Commission meetings are listed for the second and fourth Thursdays of each month at 6 p.m.; regular City Council meetings are listed for the first and third Tuesdays at 6 p.m.
A Bay & Day hearing date was not confirmed from the accessible official agenda page reviewed for publication on Aug. 5, 2026. Residents should check the city’s meeting-and-agenda system and archive for notices involving the Change of Zone, Tentative Parcel Map and Plot Plan. Those future proceedings will determine whether the proposal advances beyond environmental review and under what conditions.
