Ethiopiaโs federal government announced on October 16, 2026, that five appointees would run a caretaker administration in Tigray for six months under federal direction and oversight. Its stated duties include routine governance, restoring public services and preparing the region for elections. The announcement set an election-preparation goal, not a polling date.
Four appointees were named as chief executives: Assefa Abreha Hagos, Tewodros Aregawe W/Selassie, Gebre-Egziabher Beyene Hailu and Redae Halefom W/Selassie. Their listed portfolios cover administration and public services; economy and reconstruction; peace and security; and political and public mobilization. Shishay Amare was named mayor of Mekelle.
Mandate includes services, reconstruction and reintegration
The administrationโs announced responsibilities include restoring public services and government institutions, repairing infrastructure, facilitating the return of internally displaced people, coordinating security and supporting disarmament and reintegration. These are assigned tasks; the announcement does not report that the work has been completed.
The government said the administration should handle routine governance and election preparations, but avoid long-term strategic decisions until an elected regional government is established. For residents, the immediate change is that the five named officials are assigned regional and city administrative roles under federal supervision.
Does the six-month term mean an election has been scheduled? No. The government said the administration should prepare the region for elections within six months, but did not announce a polling date. A preparation target is not the same as a scheduled vote.
Appointment followed events in Mekelle
Government-allied fighters entered Mekelle on October 4 after the Tigray Peopleโs Liberation Front withdrew, the Associated Press reported. The caretaker administration was announced 12 days later. The sequence provides context for the change in regional administration, but does not establish that fighting has ended.
On October 16, hundreds of former combatants registered in Mekelle for a civilian reintegration program, AP reported. Authorities did not give a registration total. Registration indicates participation in the program, not completed reintegration.
The federal government said the arrangement followed a House of Federation resolution and a Council of Ministers decision or regulation. The government presented the caretaker administration as a temporary measure to restore services and prepare for elections.
The appointment drew criticism from TPLF Vice President Amanuel Assefa, who criticized rule by federal appointees in comments to AFP, Deutsche Welle reported. DW also reported that the TPLF had not issued a formal response to the announcement. Assefaโs comments are an attributed reaction, not evidence of the views of all Tigray residents.
