Baltimoreโs Question F, a charter amendment changing the cityโs budget process and the Board of Estimatesโ role, led in unofficial Maryland State Board of Elections returns. The measure received 75,486 votes for, or 64.83%, and 40,959 against, or 35.17%, with 294 of 295 election-day precincts reporting.
The official question text says the amendment would move responsibility for preparing and submitting the proposed budget from the Board of Estimates to the mayor, while transferring revenue and property-tax estimates to the Finance Department. It would also shorten veto deadlines, remove the $1 million emergency contingent-fund cap and change supplemental appropriation responsibilities. The count includes early, election-day and reported mail ballots and remains unofficial.
