Dallas, TX: Friday, July 10, 2026 was a “City of Dallas Furlough Day”—and it showed up for residents right away. All Dallas Public Library branches were closed, along with other public-facing city services that day. The city also scheduled two more furlough days later in 2026: Friday, Sept. 4 and Monday, Sept. 28.
Why Dallas had furlough days
Dallas announced the furlough schedule as a response to a $30 million budget shortfall. The Texas Tribune reported the gap was driven by slower sales tax revenue and higher-than-expected overtime costs. To close the gap, the city said about half of its civilian employees would take unpaid time off on the furlough dates.
KERA also reported that during furlough days, non-uniform employees (those not in emergency or critical services such as police or water utilities) go without pay and are not eligible to use sick leave, vacation, or comp time for those days.

What other city services reportedly closed or changed
CBS News Texas reported that residents faced locked doors for several public-facing services on July 10, including public libraries, city hall, code compliance offices, and cultural and community centers.
What wasn’t impacted (and what could run on alternate schedules)
Dallas did not treat the furloughs like a full emergency shutdown. The Texas Tribune reported that police officers, firefighters, paramedics, and city employees who staff 911 dispatch centers are exempt from the furlough days.
The Tribune also reported the furlough order doesn’t apply to workers at Dallas Love Field Airport, in the city’s sanitation department, or in the city’s Water Utilities department.
That matches CBS’s summary that emergency and essential services such as the Dallas Police Department, Dallas Fire Rescue, 911 operations, and the sanitation department were not impacted. CBS also reported that employees of the municipal courts, Dallas Animal Services, recreation centers, pools, golf courses, and Fair Park would be furloughed on alternate dates.
How to plan for the next furlough days
