Dallas water crews say leak detection and repairs are a bigger deal after a massive audit

Dallas Water Utilities says its latest water-loss audit update is raising the stakes for both systemwide leak work and resident billing questions. In a June 26, 2026 update, DWU reported “real water losses” of 10.36 billion gallons, up from 10.15 billion gallons in 2024.
The update also points to new Texas requirements tied to House Bill 29, which includes third-party validation of water-loss audit data—an effort meant to strengthen the accuracy and integrity of DWU’s reporting.
What DWU’s water-loss audit is counting
DWU says it completes a water-loss audit every year as required by the Texas Water Development Board (TWDB). DWU describes the audits as a way to identify where and how much water is being lost within the distribution system and to establish a baseline for improving water-loss control efforts.
TWDB’s water-loss dashboard tracks categories of loss that include “real loss” and “apparent loss.” On the dashboard, TWDB also provides a normalized metric called Real Loss GCD, described as calculated by dividing the volume of real loss by the number of service connections and then by 365 days.
DWU’s June 26 update focuses on the systemwide “real water losses” number—not a household-by-household diagnosis. A citywide audit result doesn’t automatically mean a specific property has a hidden leak.
Why House Bill 29 is making water-loss data get extra scrutiny
TWDB’s guidance on water-loss audit validation explains that “water loss audit validation” is the process of examining water loss audit inputs to improve the water loss audit’s accuracy and document the uncertainty associated with the used data. TWDB also describes three levels of validation rigor, with Level 1 focusing on inaccuracies evident in summary data and application of methodology.
TWDB says House Bill 29 applies to municipally owned utilities that provide potable water through more than 150,000 service connections. TWDB lists Dallas Water Utilities among the impacted utilities (along with Austin, El Paso, Fort Worth, Houston, and San Antonio).
TWDB also lays out when validation is required: for a utility submitting an annual water-loss audit tied to a financial obligation to TWDB, validation is required within six months of submittal; and for utilities applying for financial assistance, validation is required prior to consideration.
What DWU says it’s doing to reduce water loss
DWU’s June 26 update emphasizes ongoing leak detection, condition assessments, and pipeline replacement work. DWU says it typically replaces about 40 miles of water pipelines each year and has replaced more than 400 miles during the past 10 years.
On leak detection, DWU says its program uses technologies such as acoustic loggers, correlators, and inline tools to find non-surfacing, difficult-to-detect leaks. DWU also says its Leak Detection Program is designed to provide complete system coverage every three years.
DWU’s update adds that it plans to increase watermain repair resources using contracted services and says it will be preparing a Water Loss Mitigation Plan for submission to TWDB in spring 2027.
In an April 10, 2026 memo packet, the city provides additional context on DWU’s work, including that DWU typically replaces about 40 miles of water pipelines each year, has replaced over 400 miles over the last 10 years, and that about 3,250 pipeline repairs were performed in the last fiscal year. That memo packet also says the city’s TWDB partnership provides $34 million annually in funding for water pipeline replacements through FY 2027-28.
If your water bill spikes after a private leak, here’s the practical next step
Even with major system repairs, residents still carry responsibility for their own water consumption. Dallas’s Leak Adjustment Program is designed for cases where a water leak causes a substantial increase in water consumption.
Key limits and expectations from the program terms:
- Not a blank check: The program is limited to one adjustment per 12-month period and allows a maximum of three months tied to the leak.
- You’re still responsible for water use: Customers are responsible for all water consumption, even if an adjustment is approved.
- No plumbing-repair reimbursement: The program is not intended to reimburse plumbing repair costs.
- Not for sewer problems: The adjustment does not cover or apply to wastewater or sewer leaks.
- Timing: Water usage is reviewed after the last affected billing cycle is recorded, and it may take 45–60 days depending on the repair date.
- No guarantee: Submitting a request does not guarantee an adjustment.
Dallas also specifies the documentation it needs: the date repairs were completed, a detailed description of the repairs, the address where repairs were made, the account number, and—for multi-metered accounts—the meter number tied to the leak.
During review, Dallas says it will place a temporary hold on the account to help ensure there are no late payment charges. The city instructs residents to continue making monthly payments equal to or higher than the typical bill amount during the review period to avoid service disruption.
