OTC approves nearly $950M CIRB plan—Tulsa County road & bridge work

The Oklahoma Transportation Commission (OTC) approved an updated five-year County Improvements for Roads and Bridges (CIRB) construction work plan that funds county road repairs and off-system bridge improvements across Oklahoma—including projects listed for Tulsa County.

Public Radio Tulsa and KGOU report the plan totals nearly $950 million statewide for 238 off-system bridges, plus improvements to 808 miles of county roads over fiscal years 2027–2031. The OTC’s July meeting wrap-up from ODOT describes the same statewide scope.

What the CIRB plan is (and what’s actually approved)

The CIRB program is designed to address priority needs on Oklahoma’s county road system, including replacing or rehabilitating county off-system bridges. ODOT says the annual update to the CIRB 5-Year Construction Work Plan is approved by the Transportation Commission for fiscal years 2027 through 2031.

ODOT also describes the plan as combining state funding administered by ODOT with federal, local, and tribal funds for the highest-priority projects. And Public Radio Tulsa notes the program is largely funded by revenue from Oklahoma’s Vehicle License and Registration Act.

• Dip Creek Road, between 61st South and Coyote Trail (includes bridge).

• East 51st Street, beginning at 161st E. Ave. and extending to 177th E. Ave.

What to watch for next around Tulsa County

Approval of a five-year work plan doesn’t mean a specific road closure or construction start date is already set. Instead, approval moves the program into more detailed delivery steps—such as right-of-way and utility coordination where the plan lists those phases, followed by contracting and construction scheduling.

ODOT also says the Transportation Commission awards road and bridge construction contracts monthly. For day-to-day commuter awareness, ODOT points drivers to traffic advisory updates as projects move forward.
