Los Angeles Rent Stabilization: 3% RSO rent increase starts July 1, 2026
LAHD says the allowable RSO annual rent increase is 3% for July 1, 2026–June 30, 2027—here’s how to check coverage and notice rules before you respond.
Los Angeles’s Rent Stabilization Ordinance (RSO) sets an allowable annual rent increase for RSO-covered apartments in the City of Los Angeles. For the effective period July 1, 2026 through June 30, 2027, the Los Angeles Housing Department (LAHD) says the allowable RSO rent increase is 3%—unless the City Council amends the rule.
This 3% is an annual allowable adjustment for the covered window. It is not the same thing as an across-the-board monthly rent reset for every apartment in Los Angeles.
Effective dates that matter: July 1, 2026–June 30, 2027
LAHD’s guidance states that the calculated annual increase percentage for RSO-covered units effective July 1, 2026 through June 30, 2027 is 3%. The city also explains that the annual adjustment is applied once each year and is not cumulative or retroactive.
Are you covered? Check your unit’s RSO status first
Not every rental unit in Los Angeles is necessarily subject to the RSO. LAHD directs residents to verify RSO coverage using the City’s property information tool (ZIMAS): enter your address, then click the Housing tab to see the RSO status.
If you’re unsure whether your building is RSO-covered, verify before acting on a rent increase notice.
What written notice landlords must provide for the RSO increase
LAHD’s published bulletin says landlords are required to serve tenants with:
- 30-day written notice for rent increases that are less than 10% of the tenant’s rent, or
- 90-day written notice for rent increases that are over 10% of the tenant’s rent within a 12-month period.
What tenants and landlords should do now
- Tenants: confirm whether your unit is RSO-covered using ZIMAS before you respond to a rent increase notice.
- Landlords: make sure the rent increase you’re applying falls within the correct annual RSO framework and that the required notice timing is met.
- Everyone: double-check the effective period (July 1, 2026–June 30, 2027) against LAHD’s official materials.
