St. Louis approves water-rate hike starting July 1
St. Louis MO – New water rates start July 1, with phased increases through 2032 and average bills rising by about $7 to $9 this year.
St. Louis has approved higher water rates, and the new schedule takes effect July 1, 2026. Board Bill 25 passed the Board of Aldermen on June 18 and was approved by the mayor on June 23.
What changed
The ordinance phases in rate increases through 2032. The Water Division’s review says the plan begins with 18% increases in 2026 and 2027, followed by 6% increases in 2028, 2029 and 2030, then 5% increases in 2031 and 2032.
The city says the implementation date is July 1, 2026, or the effective date of the ordinance if that comes later.
What it means for bills
The city says the current average residential water bill is about $35 to $45 per month. Under the plan, that would rise by about $7 to $9 per month in 2026 and another $7 to $9 in 2027.
For a 3/4-inch meter using 6,000 gallons, the city’s chart shows an increase of $6.30 in 2026 and $7.43 in 2027.
Why the city says it is doing this
City officials say the higher rates are needed for financial solvency, reserve stability, debt service, and long-term water-system repairs and renewal. The Water Division says the review was triggered by financial and operational warning signs, including projected revenue deficiency and reserve concerns.
For residents and small businesses, the practical issue is simple: this is now an approved rate change, not just a proposal, and the first new charges should begin appearing after the July 1 implementation date.
