Arcadia approves six-story North Village project with 130 condos
The Arcadia City Council approved a six-story mixed-use project at 225 N. 2nd Avenue on July 21, clearing the way for the proposed North Village development with 130 condominium units, 20 deed-restricted low-income units and three commercial units.
The project would be built on a 1.2-acre site made up of two parcels consolidated into a single lot. The development is planned for approximately 69 feet in height, above Arcadia’s standard 60-foot limit, and includes ground-floor commercial space.
What the council approved
The council acted on Resolution 7705, the city resolution associated with the North Village mixed-use development project. The city staff report recommended adoption of the resolution and a statutory exemption under the California Environmental Quality Act.
The project’s 130 residential units are condominiums, not rentals. Of those units, 20 are designated as deed-restricted homes for low-income households. The project also includes three commercial units.
The development receives a 35% density bonus and a height waiver allowing it to exceed the standard 60-foot limit. The proposed height is approximately 69 feet, making the project’s scale a central part of the city’s review.
Planning Commission review
Before the City Council action, the Arcadia Planning Commission recommended approval by a 4-0 vote. One commissioner was absent. The commission’s review materials included the North Village proposal, parking calculations and discussion of the statutory CEQA exemption.
The project is associated with Giantech Construction Inc. and Warm Space Real Estate LLC, according to the city materials. The official staff report identifies the project address as 225 N. 2nd Avenue and names both the City Council and Planning Commission in the review.
Why the project matters
North Village would add a sizable condominium development to a relatively small site near central Arcadia. Its 130 homes would include a defined affordable component: 20 units reserved through deed restrictions for low-income households.
The project also illustrates how the city is applying a density bonus and a height waiver to a mixed-use proposal. In practical terms, the approved plan combines additional housing, income-restricted units and commercial space with a building that would rise above the city’s standard height limit.
The CEQA action described in the staff report is a statutory exemption. It should not be read as a finding that the project would have no environmental impacts.
