Chemung County IDA receives $4 million FAST NY award for former Horseheads Holding Point
The Chemung County Industrial Development Agency announced a $4 million FAST NY award on May 29, 2026, to support continued development of the former Holding Point site in the Village of Horseheads.
The funding is intended for four infrastructure areas: rail, water, sewer and stormwater systems. Those improvements would provide public infrastructure support for a major redevelopment site and could improve its ability to attract or expand employers.
Infrastructure investment at former Holding Point
FAST NY is supporting the siteโs continued development rather than marking its completion. The IDAโs announcement identifies the former Holding Point as a Village of Horseheads site and describes the award as infrastructure funding connected to the propertyโs redevelopment.
The work also fits within broader Chemung County economic-development activity in the I-86 Innovation Corridor. For local businesses, workers and taxpayers, the immediate verified change is the availability of $4 million for site infrastructure. The award itself does not guarantee a new tenant, new jobs or an operating business at the property.
The approved materials do not identify a construction-start date, tenant announcement, job count or completion date for the Holding Point redevelopment. They also do not establish a new 2026 operational milestone for Siemensโs Horseheads facility, although the countyโs 2026 State of the County coverage identified that facility as an economic-development initiative.
What comes next locally
The Town of Horseheadsโ official agenda center lists Planning Board activity for July 1, 2026, and a Zoning Board of Appeals meeting for July 23, 2026. The agenda center also says a public hearing for 113 Vinel Circle was canceled until further notice.
Those agenda listings show continuing planning and zoning activity in the town, but the approved record does not identify them as approvals or hearings for the former Holding Point project. The Holding Point announcement likewise does not provide a separate next construction or permitting deadline.
For the Village of Horseheads, the award represents a significant public commitment to the transportation and utility systems that a redevelopment site needs. Whether that investment leads to a tenant, expanded employers or completed redevelopment will depend on steps and results not yet specified in the announcement.
