Conroe Flock-camera proposals remain tabled ahead of ballot deadline

Conroe City Council unanimously tabled two proposals tied to the city’s Flock Safety automated license-plate camera program on July 23, leaving the existing program in place.

The proposals involved whether the camera issue could be placed before Conroe voters, along with related questions about review and oversight. As of Aug. 9, no November ballot measure had been approved, and the final wording and legal form of any potential question had not been established.

Council members David Hairel and Shana Arthur said they planned to bring a ballot proposal back for consideration at the council’s Aug. 13 meeting. The council needed to act by Aug. 17 for the issue to be considered for the November ballot.

The dispute centers on the program’s public-safety use, privacy protections, data access and oversight. Conroe police said Flock information had contributed to investigations involving stolen vehicles, wanted suspects, missing people, burglaries and violent crimes. The department reported 84 arrests involving Flock information since its Crime Reduction Unit was created in August 2025. The July action followed a June presentation by Police Chief Jon Buckholtz on the program’s public-safety benefits and privacy concerns.
