Conroe traffic-safety plan enters second round of public input

Conroe’s traffic-safety planning process has entered its second public-engagement phase, giving residents another opportunity to identify dangerous locations and rank proposed projects and safety strategies.

The Conroe Safety Action Plan is being developed by the Houston-Galveston Area Council in partnership with the City of Conroe. It is intended to identify projects, programs and policies that could help reduce traffic deaths and serious injuries on roads within the city.

How the plan identifies problem locations

The plan is city-specific. It covers roadways inside Conroe, not all of Montgomery County or the entire eight-county H-GAC planning area.

H-GAC says the analysis uses crash information from 2018 through 2024, crash-density information and a High-Injury Network map. Together, those tools help planners identify locations and roadway patterns where safety improvements may deserve greater attention.

An H-GAC planning record also says local safety plans are being developed with potential federal Safe Streets and Roads for All grant eligibility in mind. That could help Conroe pursue future planning or implementation funds, but the plan itself does not guarantee funding.

How residents can participate

The second engagement round includes an online prioritization activity. Residents can review proposed projects and countermeasures and rank priority locations and safety strategies.

Residents can also submit concerns through H-GAC’s interactive map and review the crash dashboard and High-Injury Network map. Public input gives planners additional information about crossings, walking routes, traffic operations and other roadway conditions that may not be fully reflected in crash data.

A public meeting held July 13, 2026, focused on ranking proposed projects and countermeasures. Online engagement is scheduled to continue through the summer and fall of 2026.

What happens next

H-GAC lists a fall 2026 Safety Task Force meeting to review final recommendations. Plan adoption is listed for November 2026, but that date is a target on the project timeline, not a completed or guaranteed decision.

Residents should also distinguish the planning process from other transportation work in Conroe. The city’s approval of nearly $292,000 in traffic-signal contracts in April covered design work at four intersections, not construction. TxDOT’s proposed FM 3083 improvements are a separate roadway project involving capacity improvements, turn lanes, shoulders and sidewalks.

In practical terms, the Safety Action Plan can help identify which locations and strategies receive priority in future decisions. Construction would still require separate design, approvals, funding and possibly grant applications. Proposed items in the engagement process should not be treated as approved or scheduled projects.
