Floral Park’s Stella’s Mixed-Use Proposal Still Awaits a Decision After June Hearing
The Incorporated Village of Floral Park says the proposed Stella’s mixed-use development remains unapproved after a June 17, 2026 zoning hearing. In its July 7, 2026 board report, the Village said no decision had been rendered on the full proposal and emphasized that only the request for underground parking had been approved.
The project involves properties at 144-162 Jericho Turnpike and 3 Van Buren Avenue in the Incorporated Village of Floral Park, Nassau County. The current status matters because the Village’s April action addressed a specific parking request, not the complete development.
What the Village approved
On April 21, 2026, the Village Board of Trustees granted Stella Cerrone LLC a special-use permit to construct and maintain below-grade parking facilities at the two properties in connection with the proposed mixed-use development.
The decision says the approval is conditioned on the applicant obtaining additional approvals required under the Floral Park Municipal Code. The parking permit therefore does not, by itself, authorize the entire mixed-use project.
Additional approvals remain
The April decision requires the applicant to seek and obtain further relief from the Board of Zoning Appeals and approvals from the Architectural Review Board. It also requires additional Village Board of Trustees approvals for the proposed senior-housing component and restaurant use.
That means the parking decision should not be read as final approval of the project’s building height, number of stories, architectural design, apartment occupancy, senior housing or restaurant operations. The Village’s July report said several more hearings and steps remain before the broader project is either fully approved or denied.
What is in the official record
The Village’s Stella’s project records include architectural drawings, renderings, height materials, civil plans, traffic and parking studies, environmental-assessment materials, school-impact materials, utility letters, geotechnical information and fire-marshal comments.
Those materials identify issues being reviewed by Village boards and other agencies. Their presence in the record does not establish that every issue has been finally resolved or that the full development has received approval.
The April decision also records the Village’s classification of the parking application as “Unlisted” under the State Environmental Quality Review Act and a negative declaration related to that application. That environmental action should not be broadened into a final approval of every component of the proposed development.
Next listed BZA date is subject to change
The Village’s 2026 Board of Zoning Appeals schedule lists Wednesday, September 9, 2026 as the next scheduled date, with an August 3 submission deadline. The schedule is subject to change, and the listing alone does not confirm that Stella’s will be heard on that date.
For Floral Park residents, businesses and nearby property owners, the key distinction is between a component approval and a final project decision. As of the Village’s July 7 report, below-grade parking had been approved, while the larger Stella’s mixed-use proposal remained unresolved. Future Village Board reports, BZA agendas and project documents will provide the next formal update.
