Garden Grove council meetings will add remote public comment Aug. 11

Garden Grove’s Tuesday, August 11, City Council meeting is scheduled to be the first to offer hybrid participation, allowing residents to listen and speak live through Zoom or by telephone while in-person attendance continues.

The meeting begins at 6:30 p.m. at the Garden Grove Community Meeting Center, 11300 Stanford Avenue. Residents who join remotely will participate in the same public-comment periods as people attending in person, according to the City of Garden Grove.

What changes on Aug. 11

Remote participants will be able to follow the meeting through Zoom or telephone and provide live public comment. The city has described August 11 as the planned launch of the hybrid format, not as a replacement for attending in person.

Residents who prefer to speak or observe at the Community Meeting Center may continue doing so. The city says the new arrangement is intended to provide both in-person and remote options for City Council meetings.

Written comments remain available

People who do not join the meeting remotely or attend in person may still submit written comments. Under the city’s current participation instructions, written comments must be received by 3 p.m. on the meeting date.

Residents should review the meeting agenda for the final Zoom link, telephone information and any specific participation requirements. Regular meeting agendas are posted at least 72 hours before the meeting.

State law provides the context

Garden Grove says the changes respond to California Senate Bill 707, known as the Brown Act Modernization Act. The law became operative July 1, 2026, and includes provisions concerning two-way remote access, remote public participation and language access for meeting information.

The city also says information about its meetings will be available in additional languages. The announcement does not establish how many residents will use the new options or whether remote participation will increase public comment; those results would depend on later meeting attendance and comment records.

For the August 11 meeting, residents should check the posted agenda before joining remotely, note the 3 p.m. deadline for written comments and choose between the new remote options and continued in-person attendance.
